Program Manager

Primus Aerospace is seeking a results-driven Program Manager, in this role you will be responsible for coordination and management of all phases of execution, from inception (proposal development) through product life cycle. Responsible for the cost, schedule and technical performance of company programs related to the product. Participates in the negotiation of contract changes and coordinates the preparation of proposals, business plans, proposal work statements and specifications operating budgets and financial terms/conditions of contract. Acts as primary customer contact for all program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance. The ideal candidate will have a strong background in program management, experience in government contracting, and a deep understanding of defense/aerospace industry requirements, including quality, compliance, and risk management.

Primary Responsibilities:

• Lead program lifecycle from proposal through delivery, ensuring alignment with contractual obligations, cost targets, and schedule milestones.

• Serve as the primary point of contact for customers and internal stakeholders and leadership.

• Develop and maintain program plans, schedules, budgets, and risk management strategies in alignment with contract.

• Support business development efforts including proposal preparation, pricing strategies, and technical solution reviews and new business opportunities.

• Coordinate with engineering, production, and supply chain teams to ensure seamless integration and execution of program deliverables.

• Track key performance indicators (KPIs) including customer scorecards and implement corrective actions as needed to meet or exceed program goals.

• Facilitate regular program reviews, both internally and with the customer, and provide detailed status updates.

• New Product Introduction (NPI) process management and development of project plans.

• Identify opportunities for process improvement and contribute to the evolution of program management best practices.

• Ensure compliance with Defense Federal Acquisition Regulation Supplement (DFARS), International Traffic in Arms Regulations (ITAR), and other relevant industry standards.

• Other relevant duties as assigned.

Requirements

Requirements:

• Bachelor's degree in Engineering, Business, or related field; Master's degree or MBA preferred.

• 3+ years of program/project management experience, preferably in the aerospace and defense sector.

• Proven track record of managing complex, high-value programs with government or defense customers.

• Strong understanding of manufacturing processes and product development lifecycles in aerospace or defense environments, preferably in a build to print environment.

• Exceptional leadership, organizational, and communication skills.

• Proficient in MD Office Suite and project management tool MS Project.

• Active or eligible for U.S. Security Clearance is highly preferred. [MARYLAND ONLY]

• Estimating, product costing and negotiating experience.

• Product development and project planning experience.

Preferred Skills:

• PMP/Agile certification is a plus

• Possess technical skills to lead or leverage cross functional teams (Engineering, Manufacturing, Quality) to evaluate, develop, and manage projects for product development

• Experience with AS9100, ISO9001, and other aerospace/defense quality systems.

• Familiarity with Six Sigma or Lean Manufacturing principles.

• Understanding of export compliance regulations (e.g., ITAR, EAR).

Working Conditions:

• Office and manufacturing environment with up to 10% travel to customer sites or program-related meetings.

• Some extended hours may be required based on program needs.
