Position information
Position title: Administrative and Financial Officer
Reporting to: Team Leader of the EUTHCF and DT Global Project Manager(s) at HQ
Contract period: One year contract subject to successful completion of a probation period of three months and with the possibility of an extension up to additional two years (up to May 2028)
Contract date: 15 May 2025 to 14 May 2026 (full-time work; Monday to Friday with occasional work over Saturday/Sunday)
Workplace: EUTHCF Project Office in Bangkok with some domestic travel to project sites and locations as required
Position Summary:
The position is meant to complement the work of the Team Leader and the Project Coordinator, by providing support daily and by independently carrying out tasks and working under tight deadlines and within as a team. The main task of the position is to assist the Team Leader and Project Coordinator in the day-to-day running and operation of the project and to actively observe and ensure the quality of the project administration and financial management of the project activities under supervision of the Team Leader.
Liaising with Thai stakeholders, counterparts and implementing partners, ensuring the effective communication and interaction between the Technical Assistance Team, the European Union Delegation, Thai stakeholders/partners and external local service providers and suppliers will also be key a feature of the position.
Areas of responsibilities/tasks:
o Execute day-to-day work with focus on conducting the main administrative and financial management related to the project activities and implementation
o Support the planning, organization and implementation of large-scale public facility events (i.e. training seminars, workshops, conferences etc.), including full and active participation in the facility events
o Draw up of a detailed budget per facility event; assist in the related logistical arrangement and implementation of the events, including managing of travel arrangement of participants; handling the service and supplies contracts, liquidation of contracts, payment to participants and vendors and follow-up accountabilities with Thai stakeholders and implementing partners and agencies etc.
o Support the procurement processes, including liaising with vendors, suppliers and service providers
o Initiate and facilitate tenders and contracts to provide services i.e. event-venue; travel arrangement, publications) by external service providers and suppliers including providing input to the service contract files, liaise with external service providers and suppliers and monitor the deliverables of the contracted entities
o Initiate and support in the request for incidental expenditures (through submission of the Technical and Financial Proposals (TFPs) to the EUD) by obtaining quotes from service providers and suppliers and engaging with the shortlisted entities
o Liaise and coordinate with the DT Global HQ-team in maintaining records of expenses, budget and supporting documentation related to each event organization.
o Assist in preparation of monthly project financial reports, statements and budget estimations/forecasts under supervision of the Team Leader and DT Global HQ-team, including collection and verification of all relevant financial documents from project implementing partners and stakeholders etc.
o Keep and update files of accounting and financial transactions (i.e. original invoices, receipts of payments etc) in the project electronic folders/office files, including recording and keeping all expenses updated, prepare cashrequests for reconciliation and payment of invoices etc.
o Provide the supporting financial management documentation needed for TA six-month progress reports and expenditure verification reports (EVRs), including entering data in the EVRs, preparation of bank-transfer slips, and regular (monthly/quarterly) updates on the overall financial and budgetary status of facility expenditures etc
o Undertake daily administrative tasks at the office, including organize project office files, project assets lists and purchase office consumables
o Provide support for other project activities as requested by the Team Leader.
Profile/Requirements
Qualifications and skills:
o A university degree at BA-level (at minimum) in Public Administration, Business and Financial Management, Law, Economics, Accounting or similar related fields
o Preferably three to five years of professional experience of working within a multilateral, international organization, private sector or governmental bodies or similar entities
o Fluency in English; Thai as native speaker with excellent writing skills
o Excellent computer skills on MS Word, PowerPoint, Excel
o Knowledge of financial accounting systems and procedures
o Strong project management skills with focus on details and accuracy
o Excellent communication and interpersonal skills with a strong sense of flexibility and responsibility
o Ability to work effectively in multi-disciplinary teams and under tight deadlines
Specific professional experience requirements:
o Preferably three years of experience working in the field of project management administration and financial management for INGOs, international development organisations and/or similar institutions or entities is considered a strong asset
o Knowledge of the European Union and EU Member States’ activities in Thailand as well as experience of working in EU-projects/programmes or projects of other development partners would be an asset
o Experience of working and interacting with Thai Government and non-governmental agencies, business sector representatives or similar bodies would be an extra asset.
