The Government of Rwanda (GoR) has received financing from the African Development Bank toward the cost of the Forest Investment Program: Development of Agroforestry for Sustainable Agriculture (FIP- PRODAR) Project, and intends to apply part of the agreed amount for this loan to payments under the contract for a Consultancy Firm to conduct a Baseline survey, assessment and mapping Agroforestry practices and technologies, and conducting a comprehensive capacity needs assessment of institutions mainstreaming Agroforestry.
The services included under this project are conducting the baseline study of the project and conduct a comprehensive capacity needs assessment of institutions mainstreaming agroforestry in Rwanda. The project intervention area is eight districts which are Huye, Nyanza, Ruhango, Gisagara, Muhanga, Nyaruguru and Kamonyi of the Southern province and Gakenke district of Northern province. This assignment is expected to be completed within a period of six (6) months. All materials produced for this assignment should be available in English.
The FIP-PRODAR project is implemented by Rwanda Forestry Authority (RFA) and aims to enhance restoration and stabilization of landscapes in Rwanda, with agroforestry systems to support sustainable agriculture and green growth over the short-to-medium and long terms. It aims to align with Rwanda’s National Strategy for Transformation, phase two (NST2) and contribute to the country’s broader green growth goals. This project will strategically improve rural community livelihoods through sustainable agroforestry value chain development, strengthen institutional and community adaptive skills and capacities, and, contribute to landscape restoration and stabilization of the intervention areas. In line with the project components, there is a need to carry out the comprehensive baseline survey assessment, as well as conducting a capacity needs assessment of institutions mainstreaming agroforestry. In order to develop the Agroforestry for Sustainable Agriculture, the Forest Investment Program (FIP) will need also to assess the current status of land, riverbanks, lakeshores, agroforestry practices, the enabling environment for agroforestry and assess institution capacity needs for mainstreaming Agroforestry activities. This study will also inform the project's implementation and establish indicators for monitoring and evaluation project progress.
The Rwanda Forestry Authority (RFA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
