Are you a self-motivated professional with a keen eye for detail? We are looking for an experienced HR Compliance Manager to join our expanding Human Resources team and support our Commuter operations in California. In this role, you will serve as the primary HR leader for our Commuter California market, reporting directly to the Director of Human Resources. The ideal candidate will be a proactive, strategic thinker with exceptional interpersonal skills and a deep understanding of California-specific labor laws and HR best practices.

Key Responsibilities

Serve as a trusted advisor to both management and employees, offering guidance on employee relations, conflict resolution, and performance management

Conduct investigations and manage workplace claims

Auditing of department policies, procedures, and integrations to ensure data validity and compliance

Lead end-to-end recruitment efforts, collaborating closely with the Director of Talent to develop and implement an efficient and effective recruitment and onboarding process

Partner with the HR Compliance Committee and other designated stakeholders to ensure full compliance with California state and federal employment laws

Assist in managing Wage and Hour compliance in California, including oversight of Meal and Break policies and the attestation process

Supervise the HR team, ensuring timely and accurate execution of tasks and responsibilities, while fostering a high-performing team culture

Support the creation and ongoing management of Hallcon's Learning Management process, in California, in conjunction with the Compliance Committee

Support the Director of Benefits in the management of Union benefits, where applicable, ensuring that all related processes are handled smoothly and in compliance

Facilitate the implementation of Hallcon's HRIS system across business units that are not yet fully integrated, including deployment and system training for relevant teams

Enforce Hallcon's HR policies and procedures, working with the Compliance Committee to create and update policies as necessary to align with evolving business and regulatory requirements

Oversee reporting and metrics management, providing regular updates to the HR Leadership Team on key HR initiatives and performance metrics Requirements And Qualifications

Bachelor's degree in Human Resources, or a related field

California SHRM Certificate

5+ years of experience working in California Human Resources landscape, or a related field

Proven experience working in a fast-paced, high growth organization

Strong knowledge of California employment laws and regulations

Experience in Transportation, preferred but not required

Great attention to detail

Ability to maintain strict confidentiality while working with HR records

Good communication skills with the ability to clearly and concisely respond to inquiries

Ability to collaborate in a team environment with a commitment to the overall success of the organization

Demonstrative ability showing strong analytical, problem-solving skills and is cognizant of adequate response times
