The Japan International Cooperation Agency (JICA) Rwanda Office JICA Rwanda is looking for a consultancy firm for the Provision of Startup Support Program and Training of Trainers for HUYE and MUSANZE Innovation Hubs.

Terms of Reference:

Under direct supervision of the Project team and consultation with JICA, MINICT and RISA. The consulting company is required to:

To review and update the existing startup programs being offered in the Hanga Hubs (Muhanga, Nyagatare, Rubavu, Rusizi) as part of the exercise to harmonize the Hanga Hubs Programs in all secondary cities

To assess the outcomes of the Ideation program run by the hub experts in both Huye and Musanze Innovation Hubs and to provide any necessary catch-up sessions whenever needed

To deliver one cohort of start-up programs (pre-incubation and incubation) in both Huye and Musanze Innovation Hubs

To provide hands-on training to the hub staff and coach them to deliver the harmonized curriculum so that they are equipped with the skills needed to run the program in future

At least 1 track record of running a startup support program (more than 3 months) with defined KPIs and their results (10 success stories) outside the City of Kigali or any secondary cities in 5 years

At least 1 track record of administrating a hands-on training or coaching program to any ESO’s staff with defined KPIs and its results (5 success stories) in 5 years

Expertise and availability of on-site mentorship resources with their profiles (e.g. digital fabrication expert, business analyst, software developer, software architect, DevOps expert, electrician, mechanical engineer)

Capability to deliver and ensure quality and feasibility of the proposed program structure and harmonized curriculum

Capability to show and explain how the proposed program structure and harmonized curriculum will contribute to the sustainability of the hubs in future

Conditions of the Service Agreement:

The successful company will sign a service agreement with Japan International Cooperation Agency (JICA) Rwanda Office.

The Consulting Firm shall demonstrate the following eligibility in the proposal:

Interested companies must send email to and request detailed Request for Proposal by 17 April 2025 or collect hardcopy documents from JICA Rwanda Office anytime from Monday to Thursday between 8:00-17:00 and Friday between 8:00 and 12:00 before the aforementioned deadline.

The deadline to submit proposals is on 28 April 2025 by 10:00.
