Job Overview: The Fiber Network Construction Administrator is responsible for the day-to-day administrative operations of the fiber network construction team. This includes managing purchase orders (POs), change management (CMs), reviewing invoices for accuracy, handling splice packages from Fiber Engineering, and overseeing fiber splicing activities within the assigned geographic area. This position collaborates with team members to improve billing processes, deliverables, and the end-to-end splicing process. The role also supports project tracking, reporting, and financial management.

Key Responsibilities:

Administrative Support for Fiber Network Construction:

Prepare and submit purchase orders (POs) related to fiber network splicing functions.

Process contractor invoices and verify accuracy for splicing services, ensuring all details are correct before payment.

Assist with tracking and managing project financials, including forecasting, issuing and receiving vendor POs, invoicing on customer POs, and addressing past due invoices.

Provide additional administrative support to the network construction team as needed.

Monitor and report on project deliverables, dates, and milestones, ensuring alignment with overall project schedules.

Splicing Package Management:

Review splice packages received from Fiber Engineering to ensure they meet required specifications.

Distribute splice packages as necessary to internal teams and external vendors for execution.

Order and manage supplies required for fiber splicing activities, ensuring timely availability.

Communication & Vendor Coordination:

Communicate with vendors regarding splicing work, including scheduling, progress, and billing issues.

Maintain open communication with internal teams and vendors to identify and resolve any issues before they escalate.

Ensure that splicing work aligns with operational goals and timelines.

Project Tracking & Reporting:

Develop and track progress reports for assigned projects, ensuring deadlines are met and variances are identified and communicated promptly.

Support ad-hoc reporting requests from management, highlighting key performance indicators (KPIs) such as operational expenditures (OpEx), mean time to repair (MTTR), on-time installation percentage, fiber completion for small cells, and installed enterprise revenue.

Identify and address any obstacles or delays in the fiber network construction process, working with the team to resolve issues efficiently.

Service Delivery & Small Cell Requirements:

Understand service delivery processes and small cell requirements for close-out packages.

Ensure that all necessary documentation and information is completed and submitted for close-out of projects.

Problem Solving & Process Improvement:

Work with the team to continuously improve the quality of billing processes, splicing procedures, and overall deliverables.

Assist in analyzing data, identifying trends, and recommending improvements to enhance efficiency and effectiveness in network construction.

Reporting & KPI Management:

Track key performance indicators (KPIs) for the geographic area, including OpEx spending, MTTR, % On-Time Install, and fiber completion for small cells.

Report variances to management and propose corrective actions when necessary.

Required Skills & Qualifications:

Technical Proficiency:

Strong understanding of fiber network construction processes, including splicing activities, small cell network implementation, and service delivery requirements.

Proficiency in project management tools and Microsoft Office Suite (Excel, Word, PowerPoint, Outlook), especially in tracking and reporting project milestones and financials.

Communication & Interpersonal Skills:

Excellent verbal and written communication skills to effectively collaborate with vendors, internal teams, and management.

Ability to manage multiple tasks, prioritize effectively, and maintain clear communication across teams.

Organization & Time Management:

Strong organizational skills with the ability to track project deliverables, deadlines, and milestones efficiently.

Ability to work in a fast-paced environment while maintaining accuracy and attention to detail.

Problem-Solving & Analytical Skills:

Ability to identify obstacles and resolve issues quickly, ensuring smooth project execution.

Strong analytical skills to track variances, identify trends, and take proactive actions to stay on schedule.

Customer Service & Vendor Relations:

Strong customer service orientation with the ability to manage relationships with vendors and external partners.

Ability to effectively communicate and work with vendors on billing, project updates, and any issues that arise.

Education & Experience:

Education:

High School Diploma or GED required; some college experience or certification in a related field preferred.

Experience:

3 to 5 years of experience in administrative roles within network construction, fiber optics, or telecommunications, with a focus on project tracking, invoicing, and vendor management.

Experience in managing purchase orders (POs), change management (CMs), and invoices within a construction or telecommunications environment is highly desirable.

Industry Knowledge:

Knowledge of fiber optics, splicing processes, small cell network deployments, and construction project workflows.

Familiarity with KPIs used to track the success of network construction and service delivery.
