Position Overview

The Program Manager, Spectrum Engineering will play a critical role in the oversight of the technology development for implementing NextNav’s 5G based PNT network. This individual will combine technical program oversight expertise and stakeholder management practices to advance NextNav’s RF engineering analysis and testing initiatives specific to our lower 900 MHz band licenses. The individual must bring multi-faceted telecommunication industry background and assume a central role in coordinating both internal and external multi-stakeholder collaborations and activities.

Key Responsibilities

Program Management

Oversee complex RF engineering projects related to analysis, testing, and technical development strategies for spectrum sharing.

Develop project tracking tools for day-to-day maintenance of cost, schedule, and scope.

Implement strategies for defining and monitoring critical path activities.

Effectively identify and communicate risks, issues, and miscommunications for a collaborative resolution across organization team members.

Coordinate engineering efforts within multiple workstreams while ensuring alignment with the company-wide strategies.

Stakeholder Management

Monitor stakeholder outreach efforts for cross-team coordination and information sharing.

Act as a central point of contract for cross-functional coordination among internal and external teams.

Work closely with executives and senior-level leadership to execute workstream strategies.

Effectively communicate schedules to manage expectations on delivery timelines and requirements of engineering team members.

Qualifications

Experience:

10+ years of hands-on experience in technical program oversight, with a focus on schedule, cost, scope, and resource management.

5+ years of experience in the telecommunication industry, with a focus on regulatory or spectrum engineering projects.

Required Skills:

Proven knowledge of project management tools, techniques, and methodologies.

Ability to prioritize and manage multiple projects in a fast-paced, dynamic environment.

Ability to develop executive and senior level communications on program status.

Ability to develop project roadmaps aligning with executive level strategies.

Experience managing CRM software for enterprise-level coordination across programs.

Desired Skills:

Experience facilitating multi-stakeholder forums to reach a common strategy among subject matter experts.

Excellent communication skills, both written and verbal, with the ability to explain technical concepts to non-technical audiences.

Develop stakeholder engagement materials, specific to spectrum engineering and regulatory audiences.

Education:

Bachelor’s degree in Project Management, Business Administration, Management/Engineering Management, Systems Engineering/Information Systems, or a related field

Certified Project Management Professional or Program Management Professional (desired)
