Engineering Assistant (Office Assistant)

Hours: Monday - Friday 8:00 A.M. - 4:30 P.M. Flexible

The City of Moorhead is accepting applications for an Engineering Assistant in the Engineering Department. This skilled administrative support position performs basic work assisting with a variety of administrative and special assessments duties, compiling and coordinating City Council agenda documents and related engineering project functions, provides general administrative support and related work as required.

HIRING RANGE: $22.77 - $24.66 per hour (annually $47,362 - $51,292)

SALARY RANGE: $22.77 - $32.27 per hour (annually $47,362 - $67,122)

SALARY INCREASES: Receive a salary increase on your anniversary date each year.

Additionally, receive a 6% COLA increase in January 2026 and a 6% COLA increase in January 2027 per Union contract.

ESSENTIAL FUNCTIONS: The essential functions of the Engineering Assistant include, but are not limited to the following major duties performed. Duties are listed from most to least important.

Assists Office Manager with a variety of special assessments duties including maintenance and tracking of special assessments; works with Engineers and developers to compute special assessments for engineering projects and calculates proportional share of project costs assessed to individual parcels; prepares public notifications in accordance with state statute and guidelines; prepares project and assessment hearing notices/documents as directed; reviews City special assessment records; creates and maintains City special assessment project files.

Reviews legal descriptions and documents.

Assists with facilitating the special assessment petition process with residents and businesses to special assess various miscellaneous improvements and repairs.

At the direction of the Office Manager, compiles and coordinates City Council agenda documents.

Provides administrative support to the Engineering department to include processes A/R and A/P as assigned; website maintenance as directed; processes mail; orders office supplies and maintains inventory; maintains purchase order and requisitions; coordinates maintenance of office equipment; performs other department-specific administrative duties as assigned including assistance with various projects and programs.

Greets and assists citizens and visitors; answers and screens phone calls and emails; responds to various inquiries; provides information to citizens and employees or redirects to appropriate departmental personnel.

Assists with public informational meetings for project hearings and final assessment hearings.

Assists in the project bidding process including assembly of project plans and specification documents, posting to on-line bidding platform, posting addenda, and posting bid results.

Maintains documentation and records for various meetings including pre-construction meetings and utility coordination meetings.

Assists in the creation and dissemination of public communications regarding project status and road closures/detours including public notices, press releases, and website updates.

Assists with drafting and dissemination of project-related correspondence including letters, pre-construction notices, award notices, utility coordination notices, document transmittal letters, and door hangers.

Assists in project tracking including City Council actions, permit status, and utility notifications.

Respond to citizen requests; enters data and tracks citizen requests in the City’s asset management system.

Monitors status and coordination for right-of-way permits, excavation permits, and other departmental permits in the City’s on-line permitting system.

Assists with monitoring and maintaining an inventory of infrastructure and special assessment deferments as related to present and future development; assists with incorporating deferred assessments into the assessment role as specified by agreement or policy.

Creates and maintains department systems, files and records in accordance with appropriate retention schedules.

Performs other duties as requested.

Attendance at off-site courses/trainings/seminars may be required.

REQUIREMENTS:

High school diploma or GED; Associates/Technical degree in related field preferred

Six months experience in an office setting providing administrative support, or related field

KNOWLEDGE, SKILLS, and ABILITIES:

The Engineering Assistant requires thorough knowledge of standard office practices, procedures, equipment and office assistance techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of the organization and functions of the department and of general administrative policies and practices; general knowledge of the theory, principles, methods, and practices of accounting; general knowledge of the laws, ordinance and regulations governing municipal special assessment matters; general knowledge of legal descriptions and documents relating to land; general knowledge of concepts, principles and practices of special assessments; ability to understand and apply laws and established policies to the maintenance of records; ability to prepare complete and accurate reports from various engineering data; ability to verify engineering documents and forms for accuracy and completeness; ability in performing mathematical computation; ability to perform and organize work independently; ability to prepare effective correspondence independently; ability to understand and interpret engineering maps and plats, ability to operate standard office equipment including personal computers and use of applicable software packages including database, spreadsheet and GIS software; ability to establish and maintain effective working relationships with associates and the general public.

PHYSICAL REQUIREMENTS and WORKING CONDITIONS:

The Engineering Assistant position requires the occasional exertion of up to 10 pounds of force; work regularly requires standing, speaking or hearing and repetitive motions, frequently requires sitting and using hands to finger, handle or feel and occasionally requires walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
