Description

The purpose of this position is to perform infrastructure inspections to ensure compliance with permit requirements, ordinances, and federal and state regulations regarding construction of transportation projects. This is a technical position. Incumbents are expected to exercise independent judgement and initiative. Work is performed under general supervision of either the Construction Coordinator or Construction Project Manager. Tasks are received in general terms. Incumbents are given oral directions or graphic information such as blueprints, schematic drawings, layouts, or other visual aids when receiving assignments. Incumbents have at least one year of experience as an Inspector I and are up to date on all required certifications and training.

Examples of Duties

Completes heavy field work such as sampling, mapping, oversight of structural BMP installation, and assessing non-structural facility maintenance needs.

Read and interpret plans, blueprints, or diagrams; prepares clear, concise, and accurate oral and written reports; updates project files and responds to customer/citizen concerns.?

Assists with the implementation and enforcement of federal and state regulations and County Codes; conducts home visits to address citizens’ concerns.

Inspects the dimensions, operations, and maintenance of facilities and other conveyances used in the construction of transportation projects; advises engineers, developers, owners, and contractors of any problems or conflicts for corrections and develops corrective action plans.

Assists the Construction Coordinator and/or Construction Project Manager in processing and issuing documentation on SPLOST projects.

Organizes and/or participates in community outreach program activities for the department to include communicating with citizens, participating in local community events to raise awareness, and educating the public.

Processes a variety of documentation associated with department operations, within designated timeframes, and per established procedures; receives and reviews various documentation, including applications, employee information and data, and policies and procedures; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including lists, directories, logs, notices, memos and meeting minutes; compiles data for further processing or for use in preparation of department reports; and maintains records.

Operates a computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with supervisor, other employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Performs other related duties as assigned.

Minimum Qualifications

Education and Experience:

Requires a High School diploma or equivalent, and three (3) years of related experience in roadway, storm drainage, land and construction surveying, and erosion control construction, or equivalent combination of education and experience.

Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license. GSWCC Certified Inspector preferred.

Knowledge of the principles and practices of engineering as applied to construction of site improvement projects.

Knowledge of the principles, techniques, equipment, and products used in the control of erosion and sediment generated from construction sites.

Knowledge of local government operations, construction and maintenance related programs, policies and plans, and modern office practices and procedures.

Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.

Skill in the use of computers and software applications related to the essential functions of the job.

Skill in effective communication, both verbally and in writing.

Ability to meet and deal with employees and the public in an effective and courteous manner.

Ability to get along with others, and work effectively with the public and co-workers.

Ability to work flexible hours, including evening meetings.

Ability to multi-task and work within deadlines.

Ability to deal with confidential and sensitive matters.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.

WORK ENVIRONMENT

Work is frequently performed under adverse climatic conditions. The work is performed both indoors in an engineering office environment, and outdoors in field conditions involving heavy traffic, steep terrain, and construction sites.
