Duties
Manages functions involving the preparation, analysis, interpretation and presentation of accounting data.
Directs, coordinates, and oversees work through subordinate supervisors or team leaders; makes or approves selections for subordinate supervisory and non-supervisory positions
Provides professional direction to key management officials and to subordinates and other program staff within the organizational unit.
Reviews and analyzes new or revised accounting policies and procedures which affect program operations ensuring that sound accounting principles are applied and that regulatory and customer issues are properly addressed.
Develops various accounting guidelines and a general framework for the formulation of plans, policies, and programs to ensure effective conduct of assigned missions, functions, and operations of DFAS.

The incumbent of this position will be required to be physically on-site full-time, regular telework is not authorized for this position.
The incumbent of this position will be required to obtain and maintain a Top Secret/SCI security clearance and work will be performed in a Sensitive Compartmented Information Facility (SCIF).
The incumbent may be placed on a lower-level security clearance initially while the Top Secret/SCI security clearance is being adjudicated.
Will perform duties outside of the SCIF based on the clearance level they are initially cleared for until the Top Secret/SCI clearance is obtained.
Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience Defined As: Providing advisory and consulting services to senior leadership, operational managers and supported customers on financial statements and reports; developing and implementing policy on financial systems, reporting and internal controls; identifying discrepancies and their sources in consolidated financial statements and reports and prescribing corrective action or developing procedures to preclude recurrence. Examples of qualifying specialized is experience described as advising on, preparing, validating, auditing and analyzing financial statements, records and reports; serving as an expert in the design, development, integration, and implementation of new functional and financial systems, serves as expert on internal control programs. Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
