What You'll Do
Coordinates the planning, scheduling, monitoring, configuration control, analysis, and reporting on multiple scopes of varying size, complexity, and level of risk. Provides project manager with tools to ensure projects are on track, within budget and within compliance of requirements. Plans, develops, monitors, and controls project scope, cost, and schedule integration. Provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout the organization. Services include developing cost, schedule, and risk plans by (work breakdown structure) collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analyses), developing forecast of estimate to complete, and reporting. Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management. Integrates cost and schedule data and reporting with the company’s accounting and management information systems to facilitate meeting company performance and financial goals. Additional services include change control management and critical path method network analysis.
Leads and manages a project controls group. Provides the technical direction, integration, and leadership for the baseline development, cost engineering, controls, scheduling, analysis, and reporting for 413.3b/Line Items Projects and/or capital and expense project execution. Establishes goals, expectations, priorities, and integrates work within the organization; ensures an appropriate sense of urgency for required completion/delivery dates. Accountable for incorporation and execution of Project Control processes in compliance with EIA-748 Earned Value Management System (EVMS) Standard. Provides Line Item project control deliverables in compliance with DOE Order 413.3. Identifies work scope, schedules, and costs. Ensures that performance baselines are maintained in configuration control through the use of approved change control procedures. Ensures cost trends and schedule impacts are identified for management attention and recommends corrective action. Coordinates, reviews, and/or approves budgets, cost estimates, and schedules. Analyzes project performance and recommends corrective action or recovery plans when required. Ensures that adequate funding is available for project scope execution, monitors estimates at completion, and resolves potential funding issues.
Handles all personnel matters associated with direct reports; interviews; hires or makes hiring recommendations; evaluates performance; coaches, counsels, rewards, disciplines employees, as appropriate; trains and develops staff. Develops and implements change initiatives and process improvements within area of responsibility.
Leads the organization in a professional "can-do" attitude focused on getting the work done. Fosters an environment that supports cooperation and cohesiveness between multiple functional groups. Sets expectations for cohesiveness, collaboration, and teamwork. Ensures the principles of the Integrated Safety Management system (ISMS) and Integrated Safeguards and Security Management (ISSM) are used for all activities. Interfaces routinely with NNSA, DOE, external review teams, senior management, and project management. Professionally presents reports relative to project performance to senior management and customers.

Minimum Job Requirements
Bachelor's degree: Minimum 7 years of relevant experience.
Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 15 or more years of relevant experience
Preferred Job Requirements
Preferred candidates will have a Bachelor's degree in engineering or business plus progressive experience in Project Controls or Project Management
A high level of understanding and competency in Controls theory, techniques, and practices associated with Project Controls and management
Expert knowledge of baseline configuration management, project planning and schedule development, estimates at completion, trends, management reporting, and estimating
Proficiency in the use of applicable scheduling software
Possess organizational skills, strong verbal and written communications skills, and the ability to interface effectively with all levels of management, both within and external to Pantex
Knowledge of and experience in field/activities/operations being supervised to provide comprehensive direction to staff and work group
Knowledgeable of Pantex business and operations support, resources, practices, processes, and policies needed to solve problems and accomplish work
Advanced knowledge of project management systems, earned value systems and business systems/applications
Skilled in oral and written communication, with demonstrated ability to present information to management and the client
Demonstrated skill in identifying, analyzing, and solving problems
Demonstrated skill in management, supervisory, and personnel administrative function
Three years of relevant supervisor experience

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
