Description of Job

This supervisor position will be part of the central payroll unit team Supports the Statewide Payroll Operations Manager in supervising the day to day activities on the CHOP, garnishment and auditing desks.

The responsibility will include ensuring all daily and payroll activities performed by the central payroll unit (biweekly, monthly, and adjustments runs) are processed accurately and on time for all agencies under the Statewide Payroll Operations Manager purview.

This position ensures that IRS regulations, State statutes, and Office of the State Controller policies are adhered to, and recommends changes to the payroll system to meet revisions in regulations, statutes and policies to the Statewide Payroll Operations Manager.

This position will participate in the internal central payroll unit projects that directly impact the daily and payroll activities performed by the central payroll unit.

This position is a consultant and liaison to all team members within the central payroll unit by implementing internal central payroll unit policies, and communicates directives and provides training to internal stakeholders in various areas. Consults with the Statewide Compliance & Project Manager to adapt procedures to meet changes in state and federal regulations and provides suggestions for modifying these procedures.

This position provides payroll operations guidance to all central payroll team members and works closely with the Statewide Payroll Services Controller.

This position will be the unit supervisor for three staff and need to be onsite periodically.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Central Payroll Operations Supervisor

Oversees daily payroll operations by the central payroll unit.

These duties include:

Ensuring integrity, strong internal controls, and compliance with federal and state(s) statutory regulations

This encompasses the central payroll unit’s execution of processing end- to-end payroll operations including:

payroll biweekly, monthly, and adjustment processing runs

wage attachments

wage processes and payouts

manual checks processing

payroll reconciliations

internal and external payroll audits

new hire, transfers and off boarding of employees

up to date standard operating procedures for business continuity

This desk will handle

Agency Transfers

Agency delete duplicates

Agency benefits corrections and deletes

SSN Corrections

Other one-off requests from agencies

Ensuring warrants are processed accurately and timely based on data submission from agencies.

Must have the ability to manually calculate payroll checks and discuss outcomes with HR and payroll professionals.

Adheres to statewide policies, and communicates directives and provides training to stakeholders in various areas managed by this unit.

Adapts accounting and payroll procedures for changes in new state or federal regulations.

Provides one-on-one support internally to central payroll operations staff to address and advise unique agency operational issues, correct problems, and improve controls.

Required to go into the office as needed for coverage, meetings, or other tasks that require in person duties.

Documentation, Standardization and Projects

Ensures that IRS regulations, State statutes, and Office of the State Controller policies are adhered to and recommends changes to the payroll system to meet revisions in regulations, statutes and policies to the central payroll leadership.

Through projects, implement internal central payroll unit policies, then communicate directives and provide training to stakeholders in various areas.

Adapts procedures to meet changes in state and federal regulations and provides suggestions for modifying these procedures.

Supervision

This position is responsible for supervision of the statewide payroll operations team that sets policies and determines processes to pay employees timely and accurately.

Direct the team to address agency issues as well as changes in the state fiscal rules, state statutes, and federal regulations.

Manage and guide daily work priorities and assignments and oversee effective and timely completion of tasks and projects.

Provide guidance and coaching to team members as needed. To include vacation request approval and coordination and timesheet sign-offs.

MINIMUM QUALIFICATIONS:

Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years

Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

Previous State Service related to the work assigned to the position

Strong technical skills

Leadership abilities; confidentiality a must

Commitment to accuracy and compliance

Attention to detail

Strong problem solving skills

Conditions of Employment:

A pre-employment criminal background check will be conducted as part of the selection process.

Comparative Analysis Process The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
