Job Description
We are seeking a highly experienced Lead Full Stack Java Developer to serve as a technical team lead for a mission-critical program supporting the Passenger Systems Program Directorate (PSPD) within U.S. Customs and Border Protection (CBP). This DHS initiative is vital to enhancing border security and traveler processing at U.S. ports of entry.
In this hands-on leadership role, you will architect, design, develop, and support large-scale, real-time systems, while guiding a team of 10+ engineers in Agile delivery, driving cross-functional collaboration, and serving as a technical liaison to customers.
This hybrid role requires onsite support in Ashburn, VA, two (2) days per week.
Primary Responsibilities:
Lead a team of 10+ developers in designing, building, and maintaining secure, scalable full stack applications using Java, Spring Boot, Angular, and Material UI
Provide hands-on technical leadership and mentorship, driving Agile best practices, continuous improvement, and code quality across the team
Direct Program Increment (PI) Planning activities, including backlog grooming, architectural planning, and technical alignment with stakeholders
Oversee software releases and cross-team collaboration for development, testing, and deployment, ensuring alignment with security, CM, and DevSecOps standards
Troubleshoot and resolve complex technical issues, and collaborate with system administrators, DevOps engineers, and government stakeholders
Develop and maintain high-quality technical documentation, including design specifications, deployment guides, and support manuals
Requirements
Must Have:
U.S. Citizenship
Ability to obtain CBP BI
BA/BS and 12+ years of relevant experience (or Master’s with 10+ years)
Active DoD Top Secret or DHS Full BI Clearance
Technical Proficiency & Knowledge In:
Frontend: Angular, JavaScript, CSS, HTML, Material UI
Backend & Middleware: Java, Spring Boot, Microservices, Entity Framework or similar ORM
Cloud & Infrastructure: AWS Cloud, EKS, Kubernetes, Docker, Red Hat Enterprise Linux (RHEL), Ansible
CI/CD & DevOps: Jenkins, Git, CI/CD pipelines, DevOps frameworks, Configuration Management
Messaging & ESB: Kafka, Apache ActiveMQ, NiFi (Enterprise Service Bus Management)
Monitoring & Security: Dynatrace, Kibana, Anchore, AquaScan, security best practices
Databases: Oracle, MySQL, PostgreSQL
Software Practices: Test Driven Development (TDD), UX/UI experience, software design patterns
Tools & Collaboration: Jira, Confluence, issue/problem tracking systems
Documentation: Strong technical writing skills
Productivity Tools: Proficiency in MS Office Suite (Word, Excel, Visio, PowerPoint)
Development Environments: Agile, service-oriented architecture, continuous integration
Soft Skills:
Excellent written and verbal communication
Ability to lead, mentor, and guide engineering teams
Detail-oriented and self-motivated with a strong problem-solving mindset
Experience supporting intelligence systems or mission-critical programs is a plus
Some system administration experience preferred
Preferred Qualifications:
Active CBP BI
AWS or Cloud certification
Experience with biometric systems, containerization, or mobile app development
Prior experience with DHS, CBP, or other federal agencies
Google Cloud Platform (GCP) experience
