ROSE STATE COLLEGE ANNOUNCES AN OPENING IN ACADEMIC AFFAIRS
POSITION: Dean, Workforce Development
Description of Duties: The Dean of Workforce Development provides strategic and operational leadership to advance Rose State College’s workforce and economic development mission. This position is responsible for aligning academic and workforce programs with evolving labor market demands, developing innovative industry partnerships, and enhancing the College’s position as a hub for talent development, small business growth and community impact. The Dean oversees initiatives that connect education with economic opportunity, and ensures programs meet the needs of students, employers, and key stakeholders across Oklahoma and beyond. The Dean leads outreach and branding efforts for high-profile workforce initiatives such as the Center of Workforce Excellence in Aerospace and Cybersecurity and Oklahoma Environmental Training Center. Coordinates cross-sector efforts to support business attraction, expansion, and retention projects in partnership with the Director of the Small Business Development Center. Guides development of stackable credentials and integrated pathways between academic credit, industry certifications, and non-credit training. Facilitates the acquisition and management of grants and alternative funding to support strategic initiatives. Regular attendance is an essential function of this position.
Minimum Qualifications: Master’s degree in workforce development, education, public administration, business, economic development, or related field. Minimum of seven (7) years of progressive leadership experience in workforce or economic development, higher education, public sector administration, or related field, including experience with multi-sector partnerships and strategic program oversight. Exceptional verbal and written communication, stakeholder engagement, project management, research and data analysis, team leadership, and grant development. Demonstrated success working with diverse communities and managing complex initiatives. Ability to sit and stand for extended periods; lift and carry up to 25 lbs; operate standard office equipment; travel to meetings, forums, and events regionally and nationally; participate in evening and weekend events as necessary; communicate effectively with or without aids. Duties performed in office and community environments with moderate noise levels.
Desired Qualifications: Doctorate preferred. Ten (10) years of executive leadership experience with a proven track record in workforce policy, education innovation, economic development, and public-private partnership development. Familiarity with state systems of higher education and national workforce trends. Ability to design and lead systems-level change; comfort navigating regulatory, political, and funding landscapes.
