Salary Range: Exempt 14, $98,051 - $147,087

Report To: AVP Compliance

SUMMARY:

With the goal of enhancing lives, fulfilling dreams and building communities, this position is responsible for overseeing the daily operations of the Compliance and BSA department ensuring regulatory compliance through regulatory change management. The position will assist in maintaining an effective compliance management system (“CMS”), guide and support all departments with integration of compliance, oversee regular compliance reviews of processes and procedures, and monitor corrective action taken to address risks identified. With daily oversight of BSA employees, this position assumes a high level of responsibility for Numerica’s adherence to all BSA requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Oversees, maintains and ensures accuracy of all compliance reviews, self-assessments, and tickets assigned to the department. Maintain advanced knowledge of state and federal consumer compliance rules, understand operational impact of any changes to these rules and provide timely communication to AVP Compliance. Advanced knowledge of Numerica’s products and services and the channels of delivery for those products and services.

Directly supervise Compliance Analyst and BSA Analysts positions, motivates and coaches staff to attain individual and department goals. Trains and reviews staff in an appropriate and timely manner.

Provide ongoing review and when necessary, recommendations to department leadership on industry sound practices and changes for compliance and BSA.

Serve as support contact with internal and external auditors as well as NCUA and DFI examiners with regard to Safety & Soundness and compliance reviews.

Partner across all areas of the credit union to identify compliance risks through existing and new products, services, processes. Identify gaps in existing processes that pose a greater compliance risk, and partner with the business unit to advise and correct. Actively participate on organizational/departmental projects, providing guidance and support from the Compliance department perspective.

Proactively communicate new or changing regulatory requirements to internal stakeholders. Identify how emerging laws may impact future credit union initiatives.

Oversee the development and / or assignment of appropriate compliance training to credit union employees and BOD / Audit Committee members.

Adheres to Bank Secrecy Act (BSA) requirements and ensures required regulatory and reporting deadlines are met to ensure regulatory compliance with all applicable laws.

Ensures the protection of the credit union’s interests in matters of adequate documentation and adherence to credit union policy and various laws and regulations applicable to department operations. Ability to identify and escalate issues according to materiality.

Present Numerica Credit Union and the Compliance Department’s positive image through the quality, effectiveness, and accuracy of communication materials and events while completing all job functions within the time frames and performance standards outlined.

SUPERVISORY RESPONSIBILITIES:

Directly supervises employee(s) in the Compliance and BSA areas. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, training and coaching of employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Leadership responsibilities include setting examples for Compliance and BSA department employees related to relationship building, CARES principles, follow through, and implementation against set strategies.

Creates positive working relationships and fosters collaboration with all credit union department managers and team members. Ability to present ideas clearly using respectful language, tone and body language. Job involves diversified procedures, specialized job standards, and specific policies. Decision making requires analytical ability, judgment, and ingenuity.

Problems encountered require a grasp of involved practices and precedents along with theory and principles. Ability to analyze and evaluate transactions and processes, demonstrate project and time management abilities and handles multiple tasks effectively.

EDUCATION and/or EXPERIENCE:

Bachelor’s degree plus 10 years related experience and/or training or equivalent combination of education and experience acquired in a credit union, bank, or other financial institution. Proven success creating and managing a professional team through recruiting, training, developing, and retaining highly skilled professionals.

CERTIFICATES, LICENSES, REGISTRATIONS:

Certification in Compliance (CUCE, NCCO, CRCM, etc.) is required to be obtained.

Certification in Bank Secrecy Act (BSA) is required to be obtained

SKILLS and ABILITIES:

Ability to read and interpret banking laws, regulation procedure manuals, technical procedures and professional journals. Able to present information clearly and respond to questions from groups of managers. Develop written and verbal observations in a concise and informative manner. Ability to respond to common inquires or complaints from coworkers, members, or regulatory agencies.

Capable of motivating and influencing others through diplomacy and building trust. Adept at gaining cooperation from people both internally and externally. The ability to motivate or influence others is a material part of the job, requiring a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the job and a high level of interpersonal skills are critical to the success of this position. Work frequently involves contacts requiring considerable discussion of problems, material presentations, and resolving issues impacting departments or divisions. Ability to foster outside contacts and relationships with other entities (companies and / or individuals).

A solid knowledge of financial agency regulations and banking procedures. A working knowledge of spreadsheet and word processing software. Demonstrated management, supervisory, and organizational abilities; strong analytical, research, and problem-solving skills. Ability to operate a personal computer including full working knowledge of spreadsheet applications and word processing to monitor and document data. Ability to lift up to 25 lbs.
