Overview:

Amentum is seeking a highly qualified Program Manager (PM) to lead the execution of a critical CITS Task Order (TO) under the Integrated Research and Development for Enterprise Services (IRES) contract. This Key Personnel role is responsible for the management, direction, administration, quality assurance, and leadership of the TO’s execution in accordance with Section H.3.1 of the TO.

The PM will oversee complex enterprise IT, cybersecurity, and infrastructure programs within a globally dispersed, classified environment. This position requires exceptional coordination and communication skills to lead performance across multi-site environments, ensure contract compliance, and drive technical innovation.

Key Responsibilities:

• Serve as the identified Program Manager for the TO, responsible for all aspects of program execution.

• Provide leadership and oversight of multi-site, mission-critical IT operations with a dispersed workforce.

• Directly manage all program activities including project scope, budget, scheduling, subcontractors, and stakeholder communication.

• Ensure execution quality through rigorous QA practices (per Section C.5.1 of the TO).

• Drive system modernization and secure architecture practices, including Zero Trust and RMF compliance.

• Lead cross-functional teams in a collaborative, fast-paced environment.

• Deliver services across a distributed architecture involving networks, cybersecurity, databases, and communications domains.

• Maintain alignment with DoD regulations, including continuous improvement and stakeholder satisfaction.

Minimum Required Qualifications:

• Must be an employee of the prime contractor at the time of proposal submission.

• Active Top Secret clearance with SCI eligibility (T5 Investigation completed).

• Minimum of 5 years (within the last 7 years) of experience planning, directing, coordinating, and managing IT programs or projects of similar scope and complexity—including those with:

o Worldwide performance locations

o Dispersed workforce management

o Frequent procurement and material/equipment logistics

o Subcontractor oversight

o Budget and milestone tracking

• PMP certification (required) — must be listed on the resume.

• Demonstrated experience managing contracts supporting Unified Combatant Commands (e.g., USTRANSCOM, USCENTCOM).

Preferred Qualifications (Highly Desired):

• Minimum of 5 years (within the last 7 years) of experience in the management and control of complex information systems architectures, spanning at least 11 states, including user/network systems integration and cloud-based services.

• Experience executing projects in classified environments, with familiarity in DoD and federal regulations, standards, and frameworks (e.g., DoD Zero Trust Architecture, RMF).

• 15+ years of progressive IT and program leadership within federal or DoD environments.

• Strong background in contract management, performance measurement (EVM), risk management, and executive reporting.

• Proven track record leading cloud migrations and hybrid enterprise IT environments (Azure, AWS, VDI).

• Successful leadership in Command Cyber Readiness Inspections (CCRI) or similar assessments.
