Job Title: Facilities Manager

Job Type: Non-Direct Care Staff

Position Reports to: Chief Finance and Operations Officer

JOB DESCRIPTION

Manages all engineering/maintenance operations, including maintaining the building, grounds and physical plant with particular attention towards safety, security and asset protection of Covenant House Florida (CHF). Accountable for managing any related budgets, capital expenditure projects, preventative maintenance and energy conservation. Responsible for maintaining regulatory requirements. Leads the emergency response team for all facility issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Covenant House Florida reserves the right to unilaterally modify, remove, or add to any of the following:

Oversee the operational integrity of all facilities, including HVAC, plumbing, electrical, and fire safety systems.

Develop and implement daily, monthly, and annual maintenance schedules, including preventive and corrective actions to minimize equipment and building failures.

Ensure compliance with all building codes, health, fire, and safety regulations through proactive maintenance and energy management strategies.

Manage emergency operations and provide expertise in building systems, evacuation procedures, and business continuity and disaster recovery planning.

Coordinate and execute maintenance, renovation, and capital improvement projects within established timelines and budgets.

Supervise and evaluate work performed by external contractors and vendors to ensure quality and compliance.

Support executive management by coordinating with external vendors and ensuring alignment with organizational needs.

Conduct regular site inspections and audits to maintain operational standards.

Prepare and manage the annual maintenance budget and assist in capital planning; oversee procurement and purchase order processes.

Lead and supervise the Facilities team, including housekeeping staff, ensuring alignment with departmental goals and property standards.

Provide leadership, coaching, and performance evaluations to foster a high-performing, service-oriented team.

Address disciplinary matters, resident concerns, and team member issues promptly and professionally.

Ensure all team members are trained in safety protocols, emergency procedures, and accident prevention measures.

Assist with and perform both minor and major repairs as needed, including HVAC, laundry, and kitchen equipment.

Serve as the primary liaison between the agency and executive leadership on maintenance and structural matters.

Ensure all disciplinary actions and documentation comply with Standard and Local Operating Procedures (SOPs and LSOPs), supporting the Peer Review Process.

JOB REQUIREMENTS:

EDUCATION AND EXPERIENCE:

LICENSES AND CERTIFICATIONS:

High school diploma or GED; and four (4) years’ experience in engineering and maintenance or related professional area; technical training in HVAC-R/electrical/plumbing. An ideal candidate will have a minimum of four (4) years in engineering and maintenance experience and four (4) years supervisory experience

The facilities manager will have a blend of technical and soft skills and industry certifications such as a Certified Facilities Manager (CFM) or Facility Management Professional.

SCHEDULE:

Requires flexibility, CHF functions seven (7) days a week and twenty-four (24) hours per day, which may require this role to be available beyond normal hours.

Ability to be flexible, adapt to and adjust to rapid changes within a fast-paced environment. Ability to maintain order and exercise appropriate judgement in crisis situations Excellent communication skills as demonstrated by concise, timely and professional correspondence, both written and verbal. General knowledge of facilities management, building maintenance/repairs, and contract negotiations. Ability to hand multiple complex projects simultaneously with focus on results.

TRANSPORTATION:

Must have a valid FL driver’s license and good driving record.

WORKING CONDITIONS:

While performing the duties of this job, the employee may work occasionally in outside weather conditions. The noise level in the work environment is usually moderate to loud. Must be able to lift up to 20 lbs. on occasion, bend, sit and stand for prolonged periods of time. Some weekend/holiday work may be required.

SUPERVISORY DUTIES:

This position supervises the Facilities Department which includes Maintenance. Housekeeping, volunteers and contractors.

EQUIPMENT USED:

Must be proficient in Microsoft Office word, excel, outlook, and internet-based programs.

Due to licensing requirements, Covenant House Florida applicants will not be permitted to begin employment service until they have been cleared by a Florida and national criminal background search. All applicants for employment will be responsible for the cost associated with instituting background checks and will be eligible for reimbursement after 90 days of service.
