Position Purpose

Hiring Range: $37,769 - $39,657

The Solid Waste Grounds Technician primarily works within solid waste to provide cart rollback following specified disposal times. When solid waste services are not needed, this position assists in maintaining the grounds of Town-owned property, rights-of-way, and other tasks that fall under the Facilities and Grounds Department. This position requires work during the week, weekends, holidays on occasion, and some nights. This is a 40-hour-a-week non-exempt position.

Duties and Responsibilities

These duties and responsibilities are not intended to be all-inclusive. Employee may perform other related duties as negotiated to meet the town's ongoing needs.

Roll solid waste containers back after they have been emptied along fixed routes.

Operates a Low-Speed Vehicle (LSV) along streets and rights-of-way.

Roll trash containers at public beach access’

Replenishes dog waste dispensers’ bags as needed at parks and public facilities

Utilizes a variety of hand and power tools to perform a wide array of construction, maintenance, and repair tasks associated with facilities and grounds

Maintains trees, shrubs, and flower beds by planting, pruning, trimming, and removing weeds

Waters and fertilizes planted areas

Performs construction and repair work in certain areas by operating heavy equipment such as backhoes and tractors

Cleans sites, including picking up trash, clearing debris, moving refuse to appropriate areas, and maintaining grounds.

Assists with special events by transporting and installing special equipment, supplies, and signage.

Performs general/preventive maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, vehicles, and shop/work areas; monitors equipment operations to maintain efficiency and safety and reports faulty equipment.

Assists with maintaining and repairing Town streets, sidewalks, and related public works facilities.

Cleans and removes debris from parks, beach accesses, street rights-of-way, gutters, storm drains, catch basins, drainage ditches, sidewalks, and street construction sites by shoveling, raking, sweeping, and picking up debris.

May remove dead animals from rights of way as necessary.

Stocks and maintains assigned trucks and equipment.

Make simple records of work activities.

Works irregular hours, including weekends, holidays, and extended hours as needed.

Performs work during emergency/disaster situations.

Performs other duties of a similar nature or level.

Education and Experience

High School Diploma or General Equivalency Diploma (GED) and the ability to successfully perform the essential duties and responsibilities of the job, such as those listed above.

Licenses and Professional Certifications

Valid NC Driver’s LicenseKnowledge, Skills, and Abilities

Knowledge of general maintenance techniques related to the area of assignment.

Skilled in driving a vehicle; using hand and power tools; spreading grass seed; removing weeds; mowing and maintaining grass; and communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc., sufficient to exchange or convey information and receive work direction.

ICS/NIMScourseminimumsrequiredforallemployeesincludeFEMAIS-100,IS-200,IS-700,and IS-800. Additionally, employees assigned middle and upper-level responsibilities within incident operations may be required to complete additional follow-on courses deemed necessary by Emergency Management and Human Resources staff.

Working Conditions

Employee is generally exposed to outdoor conditions and may frequently be exposed to weather conditions, including rain, wind, varying temperatures, etc. In addition, the employee must effectively deal with personal danger, which may include exposure to hazardous chemicals and materials, fumes and smoke, intense heat, electrical hazards, confined or high workplaces, dangerous animals, extremely loud noises, hazards of working in and near traffic, and natural and man-made disasters.

Physical Requirements

Employees must read, write, and interact with others in person, over the phone, and via other devices. Travel is required daily to outside sites to perform the duties described above and attend meetings, training courses, events, and other business activities. Work may require walking, standing, bending, crouching, crawling, lifting, carrying, and/or moving equipment, pushing and pulling various objects, climbing stairs and ladders, and operating assigned equipment, including motor vehicles. Must be able to perform medium to heavy work, exerting up to 75 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
