General Summary:
Chief Building Official is a management position that administers and provides oversight of plan check duties, building inspections, and trains and supervises assigned staff in the performance of these functions. Provides expert professional and technical assistance to division staff. This position reports to the Director of Community Development.
Responsibilities include, but are not limited to:
Plan, manage, and direct the work of the Building and Safety Division in the Community Development Department.
Supervise the plan review, permit issuance, building inspection and customer service functions.
Enforce building codes, ordinances, and other applicable regulations.
Plan, organize, direct, and evaluate the functions and activities of the Building and Plan Checking sections of the Community Development Department.
Assist in the development and implementation of goals, objectives, policies, procedures, work standards and budgets for the Building and Safety Division.
Establish, improve, and coordinate the plan checking and building inspection procedures of the City and develop and evaluate the need for plans and schedules.
Meet with developers, contractors, and/or property owners to assist with the development process pertaining to permit processing, plan review, and building inspection.
Conduct various studies, consider alternatives and make recommendations; prepare a variety of periodic and special reports.
Represent the City in meetings with representatives of governmental agencies, architects, engineers, contractors, property and business owners and the public.
Manage all permitting functions by directing counter technicians and establishing procedures for plan intake, payment of fees, plan storage, plan archive, plan destruction, records requests, and customer service.
Evaluate staff performance, write reviews, and assist with goals.
Interface with developers, engineers, and architects.
Provide Development Review Committee support as needed for future projects.
Coordinate and direct plan review operations with in-house plan reviewer and outside consultants.
Provide oversight for in-house and outside consultants by reviewing their work product.
As part of the Plan review team, review plans, issue plan review corrections, and comments.
Intercede in high profile projects important to City leadership, ensuring smooth and expedited outcomes.
Coordinate with City departments for City projects, parks, facilities maintenance, capital, etc.
Review and prepare ordinances related to state and federal building codes for local adoption by the City Council.
Attend meetings, Planning Commission, City Council as needed.
Review and prepare recommendations related to building fees.

Bachelor’s degree from an accredited college or university with major coursework in building design, building inspection, construction management, architecture, engineering, or a related field.
Five (5) years of experience, including two (2) years of supervisory experience.Core Competencies:
