The Public Works Manager is responsible for all overall maintenance and housekeeping of the Community Center, the Public Service Building, the Administration Building, Pow Wow grounds, ball fields and the grounds surrounding the buildings.
Is also responsible for assigned maintenance activities of all tribal roads and snow removal for all tribal roads and elder driveways, to include responsibility for assigned O&M building services of assigned Prairie Island Indian Community buildings.
DUTIES AND RESPONSIBLITIES:
The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.
Advance the strategic goals and objectives through departmental initiatives in alignment with PIICs Vision, Mission, and Values
Hire, schedule, train, coach, and evaluate staff and conduct performance reviews
Direct daily work activities and inspect completed work for conformance to standards
Develop an annual budget, and maintain controls on financials, including labor costs, to maximize efficiency and effectiveness of operations of Maintenance and Roads and Parks.
Implement policies, procedures and processes for enhanced day-to-day operations of department in alignment with strategic plan
Public Works manager will monitor the computer, which controls the HVAC maintenance program for the tribal buildings.
Assists in the supervision of the construction and repair of Tribal roads, sidewalks, rights-of-way, equipment, etc. in relation to the Public Works and Infrastructure services, functions, and activities.
Assists in the management of outside vendors, for procuring services, equipment and/or industrial supplies needed to maintain applicable facilities, utilities, and grounds.
Supervise the daily cleaning of the Administration Building, Public Safety Building, Elders Building and the Community Center (including all bathrooms, walls, floors, etc.)
Understands and implements cleaning policies and procedures to assure adherence to health and safety standards.
Understands and able to implement the use of facility management principles in multi-facility maintenance operations
Manages routine painting and repairs of all buildings, including repairs to heating and air conditioning equipment, appliances etc.
Assign and supervise the maintenance of all tribal roads, including snow removal and the removal of snow of all driveways of tribal member elders and tribal members who are handicapped who live on or near the reservation. Oversee lawn mowing as necessary to keep roadsides, ditches and other areas mowed and clear of debris
Schedule routine and special maintenance for all vehicles and mowers and the department must perform those tasks that do not require specialized expertise
Manage grounds keeping of outside areas surrounding the tribal buildings, including grass cutting and snow removal
Maintenance of Church Cemetery, Bark Lodge and Buffalo Project on weekly basis, including lawn mowing and trimming as needed.
Contact and coordinate with outside equipment support if the task is beyond the scope and expertise of maintenance staff
Maintain O&M and Work Order records and log sheets for all areas
Maintain up to date inventory of all equipment and supplies
Monitor, comply and assist in writing all applicable grants for department.
Submit weekly reports to the Director of Public Works & Infrastructure.
Supervise the ordering of maintenance supplies
Other duties as assigned
MINIMUM QUALIFICATIONS:
Associates degree and/or equivalent work experience pertaining to public works, building maintenance and construction project management,
Class C Boilers license or ability to obtain within 6 months of employment
Five (5) years of increasingly responsible experience in public work and administration
Continuing education credits in Facilities Management
Minimum of four (4) years management experience in construction and building maintenance.
Strong mechanical aptitude and knowledge of mechanical and electrical systems
Environmental services experience in janitorial building maintenance.
Good interpersonal and organizational skills
Excellent written and verbal communication skills
Strong computer skills Microsoft Office (Word, Excel and Outlook)
Ability to manage departmental budget and control labor costs
Ability to work independently and effectively with minimal supervision
Ability to work well within the existing team and government structure
Ability to work varied hours
Sensitive to Native American Culture
Must pass drug screen (UA) and a criminal background check
Valid drivers license and proof of insurability
PREFERRED QUALIFICATIONS
Commercial Drivers license (CDL)
Certification in Facilities Management
PHYSICAL DEMANDS:*
Must have the ability to lift and carry up to 50 pounds
Must have ability to operate farm equipment, tools, plows, and trucks
Must be physically fit to do heavy type farm work.
Must be able to walk, stand or sit for long periods throughout the day
Must be able to push, pull and grasp objects routinely
Must be able to bend and crouch frequently
Ability to work in extreme temperatures and weather conditions

WORKING ENVIRONMENT:
Work is performed property-wide (indoors and outdoors) and may include excessive noise, such as power tools, dust and fumes from paints, varnishes, stains and the like and exposure to extreme weather conditions
