Job Title: MS4 Program Coordinator

Department/Location: Public Works & Utilities - Engineering Section

FLSA Status: Exempt

Bargaining Unit: None

Classification: Essential: This position is an Essential classification and will require you to report to duty after a hurricane or emergency.

Schedule: This position normally works a regular weekday daytime shift and requires scheduled/unscheduled overtime, including evenings, weekends, and holidays and/or immediate response to emergency conditions.

Supervision Exercised: None

Supervision Received: Engineering Section Manager, PWU Deputy Director, and PWU Director

General Purpose of the Position: The MS4 Coordinator is responsible for the development, implementation, and coordination of all aspects of the City's Municipal Separate Storm Sewer System (MS4) program and permit as administered by the Florida Department of Environmental Protection.

The coordinator will act as a construction coordinator and code compliance officer to encourage and achieve compliance in accordance with the City's ordinances, standards, and objectives to reasonably eliminate pollution runoff from construction sites, illicit discharge, hazardous facilities, pesticides, and other sources of point and non-point-source stormwater discharges.

Essential Duties and Responsibilities:

• Coordinate and maintain organized documentation of the City's compliance with its MS4 permit

• Coordinate and complete all required reports and plans for the MS4 Annual Report

• Conduct activities in the field related to the MS4 permit compliance

• Participate in land development plan reviews

• Attend and participate in preconstruction meetings for all commercial projects and City CIP projects (horizontal and vertical)

• Manage and report on stormwater sampling

• Manage and report on future stormwater regulatory actions (BMAP)

• Develop and lead City training program on illicit discharge, construction runoff, and erosion control

• Provide educational materials quarterly for publication on the City's website

• Provide quarterly updates to Public Works and Utilities management

• Obtain eight (8) hours of continuing stormwater education credits annually

• Other related duties as assigned

Skills and Abilities Required:

• Requires a comprehensive and practical knowledge of stormwater processes and water quality with use of analytical judgment and decision-making abilities appropriate to the work environment.

• Be a self-starter, possessing the ability to work independently, has personal integrity, and the ability to work effectively with the public and fellow employees on a daily basis.

• Possess knowledge of basic math principles.

• Demonstrate a strong internal and external customer service orientation.

• Model professionalism and civic leadership; able to work with government officials, legal staff, managers, regulatory personnel, and professional staff.

• Work effectively as a member of a team both in the office and out in the field.

• Analyze information and evaluate results to choose the best solution and solve problems.

• Organize work and successfully manage multiple priorities and tasks.

• Effective written and verbal communication skills and ability to make public presentations.

• Proficient in the understanding, application and reporting related to the City's MS4 permit for current and pending federal, state, and local regulations.

• Accurately interpret and apply applicable specification, plans, ordinances, and rules to field situations.

• Position requires frequent walking, standing, driving, and occasional moderate lifting.

• Proficiency using Microsoft Office suite of programs

Equipment Used: Personal computer; tablet; standard office equipment including but not limited to printers, copiers, scanners; computer software including Microsoft Word, Excel, Power Point, Outlook, Adobe Acrobat, and the ability to learn Tyler Asset Management, PowerDMS, and various department-specific software programs; cell phone; radio; non-CDL level City vehicles. Appropriate training and safety equipment, including personal protective equipment (PPE) will be provided for working conditions.

Environmental Conditions: Indoors and outdoors - frequently in varying and extreme weather conditions, required extended periods of time spent exposed to the elements of wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, risk of electric shock and vibration with possible noisy conditions.

Commercial Driver License (CDL): A Commercial Driver License (CDL) is not required for this position.

Education and Experience Required: High school diploma or GED equivalent. Five years' experience in general Public Works operations and stormwater management. Management experience a plus.

At the discretion of the City Administrator or designee, an equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills, and ability to successfully perform the essential functions of the job will be considered.

Good driving record. Possession of and ability to maintain a valid Florida driver's license.

Pay Grade: 120
