Main Purpose of Job

The Accountant Supervisor II will advise and provide backup to the WIFA’s Financial Program Manager concerning all advanced accounting issues related to the Financial Accounting Division. The incumbent in this position will be responsible for the supervision of all financial accounting activity relating to the Clean Water State Revolving Fund (CWSRF), Drinking Water State Revolving Loan Fund (DWSRF), Bay Restoration Fund (BRF) and the Nonpoint Source Fund (NPS) and functions as the Financial Accounting Division Chief.

The duties include supervision of Advanced Accountants to accomplish: Independent advanced cost accounting, enterprise fund accounting, bond and loan accounting, analyzing and reconciling R*STARS reports in FMIS, applying GAAP basis of accounting, providing supporting schedules, preparing journal entries, developing financial statements and other reports using Peachtree accounting software or other accounting software

The incumbent will also advise WIFA’s management concerning advanced-level accounting issues relating to this program. The CWSRF and DWSRF programs are funded with federal grants, matching general funds, special funds, and revenue bond funds. These funds are used to make below-market interest rate loans to local jurisdictions and eligible private entities for water/sewer capital infrastructure projects. This position is also responsible for managing the financial analysis and billing of the Linked Deposit Program (L/D) loans financed through a network of private lending institutions. The BRF program is funded with fees collected by the Comptroller and passed through to WIFA, which leverages revenue bonds to provide grants to upgrade wastewater treatment plants with nutrient reduction and on-site septic system upgrades. The NPS program (subpart of the Chesapeake Bay 2010 trust fund) is funded with special/general funds generated from taxes/fees that are passed through to WIFA.

This is a highly technical position requiring a detailed understanding of Generally Accepted Accounting Principles (GAAP), Computerized Financial Accounting Software Systems,the State’s Financial Management Information System (FMIS), and Revenue Bond Fund Accounting.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
