We're a small but fast-growing government contractor seeking a dynamic Human Resources Officer to lead and evolve our HR function in California, Maryland. This is a "grow with us" opportunity-you'll be equally at home advising leadership on workforce planning as you are rolling up your sleeves to post jobs, onboard new hires, and handle the details that keep our people operations running smoothly.

You'll oversee the entire employee lifecycle-from full-cycle recruiting to onboarding, engagement, retention, compliance, and offboarding-with a deep focus on fostering a high-performing, people-first culture. Key Responsibilities

Strategic Leadership & Culture

Partner with senior leadership to shape and implement HR strategies that support business objectives and reflect our core values.

Serve as a trusted advisor on organizational development, workforce planning, and employee engagement.

Champion a positive, inclusive, and high-performance culture across all levels and locations. Talent Acquisition & Growth Planning

Own full-cycle recruiting, from job posting and sourcing to interviewing, selection, and offer negotiation.

Partner with hiring managers to develop thoughtful hiring strategies and candidate experiences.

Drive workforce planning initiatives and ensure we're building teams aligned with future growth. HR Operations & Generalist Support

Act as the go-to HR contact for all employees, providing support across the full range of HR functions including onboarding, benefits, leave administration, and compliance.

Maintain and continuously improve HR systems (e.g., HRIS), processes, and documentation.

Ensure accurate and compliant recordkeeping, reporting, and personnel file maintenance. Compliance & Employee Relations

Develop and update HR policies and procedures to align with evolving federal, state, and local laws-particularly within the government contracting (GovCon) space.

Serve as the point of contact for employee relations matters, including coaching, conflict resolution, and performance management.

Conduct internal investigations as needed and ensure consistent, fair handling of sensitive issues.

Support risk mitigation efforts related to compliance, clearances, and audit readiness. Employee Development & Retention

Design and manage performance review and goal-setting processes that support accountability and growth.

Collaborate with leadership to identify development opportunities, internal mobility paths, and succession planning strategies.

Build engagement and retention strategies that reflect the needs and aspirations of a dynamic workforce.

Qualifications

Required

5+ years of progressive HR experience with bachelor's degree or 3+ years of experience with a master's degree in Human Resources, Business Administration, or related field or equivalent HR experience.

Proven ability to lead both strategic initiatives and administrative tasks in a small, fast-paced organization.

Strong knowledge of U.S. employment law and HR compliance requirements.

Demonstrated success in full-cycle recruiting, including sourcing, interviewing, and hiring.

Experience with performance management, policy development, and employee relations.

Excellent interpersonal, coaching, and communication skills with a high level of discretion and emotional intelligence.

Prior experience in a government contracting (GovCon) environment, with an understanding of contract labor categories, compliance, and security clearance considerations. Preferred

Experience growing HR in a small business or startup environment.

Familiarity with tools like Deltek Costpoint and ADP.

HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR). We also offer health, vision and dental benefits on a cost-sharing basis. Annual bonus can be included in compensation based on company performance and policy. This position has an annual salary range of $75,000 to $100,000 based on annualized USD. The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience and education and in consideration of internal pay equality.
