Job Description:
The accountant is responsible for performing a variety of complex accounting functions, including journal entries, account reconciliations, financial reporting, budget analysis, and audit support related to either the City’s Utility Fund or Governmental Fund operations, depending on assignment. While the focus is on one area, the role may also support functions that span both fund groups. The position requires an understanding of Generally Accepted Accounting Principles (GAAP), attention to detail, and the ability to work both independently and collaboratively. The accountant will play a vital role in ensuring that timely and accurate financial data is available for decision-making.
Key Responsibilities:
Perform accounting functions related to utility and/or governmental operations, including but not limited to general ledger maintenance, financial transaction recording, journal entries, fixed/capital asset accounting and reconciliations.
Prepare timely and accurate monthly, quarterly, and annual financial statements and operational/statistical reports for management and regulatory purposes.
Monitor budget-to-actual activity and meet quarterly with departmental budget owners to support financial awareness and identify accounting discrepancies.
Develop current-year projections based on comprehensive financial planning and analysis.
Support the annual financial audit and the preparation of the Annual Comprehensive Financial Report (ACFR).
Perform account analysis and provide recommendations to improve financial reporting and controls.
Maintain and support internal controls to ensure integrity and compliance with accounting standards.
Identify and implement process improvements that enhance efficiency and accuracy.
Respond to inquiries from departments, auditors, external consultants, and the public as needed.
Assist in the preparation of the annual budget.
Serve as essential emergency personnel when required.
Maintain regular and prompt attendance; perform other duties as assigned.
Utility-focused responsibilities
Assist with utility-related accounting, such as billing, impact fees, retainage, cost recovery fees, and DebtBook entries.
Analysis and rate structure evaluations; assist in utility rate studies and coordinate with external consultants.
Government-focused responsibilities:
Governmental Revenue accounting and revenue processes end-to-end, including but not limited to ad valorem, sales, and hotel/motel taxes, permits, licenses, and fees.Qualifications:
Education: Education: Bachelor’s degree from an accredited college or university in Accounting or Finance or equivalent experience is preferred. Minimum of an Associate Degree in Accounting or Finance or Bookkeeper certification.
Experience: (1) to (3) years of increasingly responsible accounting experience, preferably in a municipal environment.
Knowledge of: Generally Accepted Accounting Principles (GAAP); Internal controls and best practices for ensuring financial accuracy and integrity; budget practices including preparation, analysis, and monitoring of departmental and city/company-wide budgets, annual audit preparation; Financial systems with Tyler Technologies’ Incode 10 (Tyler Pro10) being a plus; Proficiency in Microsoft Excel functions for financial analysis and reporting and office productivity tools; asset capitalization standards and depreciation; applicable Federal, State, and Local laws, rules, and regulations; Utility accounting principles including billing, revenue recognition, and cost allocation specific to water, electric, sewer and other municipal utilities is a plus.
Skill/Ability to: Work accurately with numerical data and accounting systems; Interpret and apply complex financial information. Communicate effectively, both orally and in writing; Use independent judgment and initiative within established policies; Set priorities and multi-task so that assigned duties are completed under pressures of deadlines and time constraints. Build positive working relationships with coworkers, other departments, vendors, auditors, and the public.
Safety/Physical Requirements: May be required to carry, hold, lift, pull, or push items or supplies with a maximum weight of twenty-five (25) pounds
Certifications & Licenses Required: Must be bondable and possess a valid Texas Driver’s license.
