PRIMARY RESPONSIBILITIES:

Willard Marine is seeking a highly skilled and experienced Program Manager to oversee and manage our relationship with the US Navy and all associated contracts. The ideal candidate will have extensive experience in the US Navy, particularly with small boats, and a strong background in program management within the maritime maintenance or shipbuilding industries.

RESPONSIBILITIES:

Manage and maintain relationships with the US Navy, ensuring effective communication and collaboration.

Oversee all US Navy contracts, ensuring compliance and successful execution.

Respond to and manage government proposals and contracts, ensuring timely and accurate submissions.

Coordinate with internal teams to ensure project milestones and deliverables are met.

Provide leadership and guidance to project teams, ensuring alignment with company goals and objectives.

Monitor project progress, identify risks, and implement mitigation strategies.

Prepare and present regular reports to senior management and stakeholders.

QUALIFICATIONS:

Extensive experience in the US Navy, with a focus on small boats.

Proven experience in program management, preferably within the maritime maintenance or shipbuilding industries.

Strong understanding of government proposals and contracts.

Excellent communication and interpersonal skills.

Ability to manage multiple projects simultaneously and meet deadlines.

Strong leadership and team management skills.

Proficiency in project management software and tools.

Strong analytical and problem-solving skills.

Ability to work under pressure and adapt to changing priorities.

Knowledge of industry standards and regulations.

Experience with budget management and financial oversight.

Ability to travel as required.

Must be eligible for a DOD Industrial Security Clearance and pass a background investigation.

PREFERRED SKILLS AND EDUCATION:

Experience with small craft buildings, repair and operation.

Knowledge of industry standards and regulations.

Formal Program Management Certification/Training highly preferred. Specifically, but not limited to:

Program Management Professional (PgMP or PMP)

Certified ScrumMaster (CSM)

Safe Program Consultant (SPC)

Managing Successful Programs (MSP)

Program Management Certificate (PMC)

Professional in Program Management (PPM)

Equivalent Military Experience/Certification

Expertise in DOD contracting process and Federal Acquisition Regulations

Proficiency in project management software and tools.

Associates and or Bachelor's degree preferred.

Prior military service a plus.
