PRE-SERVICE TRAINING:

All new candidates hired to the Department of Youth Services must complete three (3) weeks of paid pre-service training at our Training Academy in Orient, Ohio. The training is Monday-Thursday, 7\:00 am - 5\:00 pm.

DYS is a “qualifying employer” for purposes of the federal Public Service Loan Forgiveness [PSLF] program.

We are seeking a Financial Program Manager in our Division of Finance and Planning.

The Financial Program Manager will manage and coordinate financial programs (e.g., Sourcing and Personal Contracts). Duties include, but are not limited to:

Develop, implement, and enforce program policy

Manage fiscal functions/services for procurement; plan, direct, and coordinate centralized purchases for Central Office and facilities; provide support for agency sourcing (e.g., solicit quotes, place and track orders); compare suppliers in ERP electronic catalog (OhioBuys) and retail outlets against state contracts; compare prices, specifications, availability, and delivery dates to determine best fit and best price among potential suppliers; verify shipments, reconcile orders, and follow-up as needed

Facilitate, process, and monitor all agency Purchase Personal Service Contracts (e.g., solicit, evaluate, score, and award request for proposals and request for quotes); work with facilities and divisions to monitor contractual projects and purchases; provide support for OhioBuys procurement system (e.g., train staff)

Work in conjunction with Agency Procurement Officer on all direct and indirect procurement needs

Supervise staff and serve as back-up for fleet and asset management as needed; develop Key Performance Indicators for processes within responsibility and determine efficacy of processes and procedures while maintaining adequate internal controls; review and update fleet and asset management policies to ensure adequate controls exist

Work with Chief Fiscal Officer and Agency Procurement Officer to create all agency Controlling Board requests

54 mos. exp. or 54 mos. trg. financial administration.

Or completion of undergraduate core program in public or business administration, accounting, finance or related field; and 30 mos. exp. or 30 mos. trg. in financial administration.

Or completion of graduate core program in public or business administration, accounting, finance or related field; and 18 mos. exp. or 18 mos. trg. in financial administration.

Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE\: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
