Division Description: This position is in PDS’s Office of Budget and Finance (OBF). OBF provides planning, oversight, management and stability of all financial activities including accounting, financial management, procurement, and budget operations. The OBF mission is to protect the organization’s assets through effective financial planning and management, enhance fiscal integrity, ensure accurate and comprehensive financial reporting and analysis, and enable the achievement of the PDS mission through the strategic allocation and optimization of resources.
Major Duties:
The incumbent will provide budget analysis, administrative, execution, and formulation support for the Public Defender Service for the District of Columbia. Under supervision of the Budget Officer, this position also responds to complex budget taskers with accurate analysis; this highly analytical role requires an individual that is detail-oriented, timely, and proactive.
Additionally, the incumbent will perform the following:
Budget Administration
Analyze, conduct research on, and reconcile significant (as defined by the Budget Officer) budget anomalies and variances. Provide root cause analysis, supporting documentation, and corrections to the Budget Officer for review.
Maintain auditable procedures and work products – to include record and file management, and policy documentation as needed. When authorized, deliver budget work products to independent auditors, and other internal or external stakeholders.
Effectively and timely respond to budget related tasks from the Budget Officer, Chief Financial Officer, and other stake holders in the budgeting process effectively and timely.
Budget Execution
Using approved congressional language from the applicable Appropriations Act, input PDS’s appropriation into the Oracle Federal Financial (OFF) system.
Using divisional spend plans, sub-allot funds in the OFF system.
Assist the Budget Officer in planning and executing periodic Program Management Reviews (PMRs).
Budget Formulation
Assist the Budget Officer as requested with historical analysis and forecasting in the development of annual budget request input to OMB.
Assist the Budget Officer with gathering, defining, and consolidating divisional requirements for development of divisional spend plans and the overall PDS spend plan.
Professionalism
Effectively communicate budget issues and requirements, verbally and in writing, to appropriate internal and external stakeholders.
Proactively attend training and courses to enhance government budget/finance related skills.
Regularly attend staff meeting and provide updates on administrative tasking.
Serve as Acting Budget Officer is the absence of the Budget Officer.
Collaborate and communicate effectively with PDS staff and leadership.
Performs special projects as assigned by the Budget Officer.
Educational Requirements

Required Qualifications:
At least 4 years’ experience in federal budgeting, financial management, or related positions
Professional knowledge of the federal budgeting process including major key stakeholders involved in the process
Demonstrated skill of maintaining effective relationships with co-workers and ability to work successfully in a team
Knowledge of appropriation laws, financial regulations, and government budgeting principles and practices.
Experience with executing budget transactions in Oracle Federal Financials
Highly Desirable Qualifications
Preparing reports in Oracle Federal Financials or similar financial management system
Performing financial transactions from appropriation entry to sub-allotment in Oracle Federal Financials
Effective use of Microsoft Excel to organize, query, and formulate data to present to leaders (including formulas and pivot tables).
Synthesizing payroll data to present projections for current and future budget years
Interpreting congressional and/or OMB directives into action-oriented guidance for the agency.
Working interdependently as a productive member of a team and independently on specific projects.
Promotion Eligibility Requirements:
This position is advertised at the PDS grade AD-12 (equivalent to a GS-12, with a position full performance level at the PDS grade AD-13 (equivalent to the GS-13).
Promotion from AD grade 12 to AD grade 13 requires the following:
Completion of the Certified Government (or Defense) Financial Manager certification, and;
Completion of at least 1 year of exemplary performance at the AD grade 12 level.
Note: The incumbent may be promoted without further competition to the AD-13 grade level upon attaining certification as described above; promotion is subject to final approval of the PDS Director.
