Duties Summary
Directs and coordinates the activities of a division in the Planning Department; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Planning Department - Long Range Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
Establishes broad work plans, programs, and priorities.
Reviews divisional operations and organization and initiates changes as required.
Keeps abreast of legislative changes in order to draft ordinances and formulate rules and/or rule changes.
Formulates, reviews, and evaluates project recommendations.
Represents the director in meetings with various boards, commissions and governmental agencies and assists in making presentations to legislative bodies.
Coordinates division activities with those of other division in order to ensure consistency in meeting departmental goals and objectives.
Initiates cooperative agreements with other public agencies.
Evaluates personnel needs of the division and participates in budget preparation by evaluating and projecting division's operating costs and specially funded programs.
Speaks before public groups.
Prepares reports and correspondence.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
graduation from an accredited college or university with major work (baccalaureate degree) in urban or city planning, business or public administration, architecture, engineering, economics, sociology, or a related field (scan and attach a copy of your official college transcript to your application), and
six (6) years of professional work experience in land use and urban or regional planning activities, of which
two (2) years shall have been in a supervisory capacity.
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: principles, practices, and purposes of public planning; general research source and sources of social-economic information; research and statistical methods and techniques used in public planning; report writing; laws and ordinances relating to planning, zoning, land subdivision, and redevelopment; public relations; trends in public planning; principles and practices of supervision.
Ability to: plan, organize, direct, and coordinate a comprehensive area in planning affecting broad areas in community life and development; establish and maintain effective relationships with public and private groups and individuals including the initiation of cooperative agreements; speak and write effectively, including effective public speaking.
