Background

Association des Assureurs Au Rwanda (ASSAR). Founded on 16 October 1992, the Rwanda Insurers Association (ASSAR) stands as a pivotal institution within the nation’s insurance sector, serving as an independent, non-profit entity dedicated to fostering a collaborative, innovative, and thriving insurance industry.

With a membership comprising 12 esteemed insurers, we are committed to elevating the standards and reach of insurance in Rwanda.

Job Overview

The Managing Director of ASSAR plays a critical role in shaping and driving the Association’s strategic direction, ensuring a stable and thriving insurance industry. This position requires a visionary leader with a deep understanding of financial and insurance markets, regulatory frameworks, and stakeholder management.

The Managing Director is responsible for overseeing the Association’s operations, fostering partnerships, and ensuring compliance with industry standards while maintaining strong financial sustainability. The MD ensures the delivery of high-quality services to members, promotes the interests of the insurance sector, and upholds the Association’s reputation in accordance with its statutory mandate.

The role requires a visionary, ethical, and strategic leader with demonstrated experience in organizational management, policy advocacy, and industry development.

Objectives

The Managing Director of ASSAR provides strategic leadership, ensures financial sustainability, oversees operations, fosters industry compliance, strengthens stakeholder engagement, enhances public relations, and drives human capital development to support the Association's mandate and growth.

Key roles and responsibilities

I. Strategic Responsibilities

Provide strategic leadership to deliver on the Association’s mandate as per its governing Act.

Advise on national policies to foster accessible, inclusive, and stable insurance market development.

Develop and strengthen partnerships with government, private sector, and development partners, while spearheading donor collaboration and resource mobilization.

Promote the Association’s image and maintain strong stakeholder relationships.

Represent the Association at regional and international insurance forums.

Lead formulation, implementation, and review of the Strategic Plan, Business Plan, Procurement Plan, and Annual Work Plan; regularly report progress to the Board.

Liaise with the Executive Committee Chair to support governance functions and ensure optimal Board performance.

Support the Executive Committee/Board in focusing on key strategic issues.

II. Managerial and Supervisory Responsibilities

Oversee all Association activities, ensuring efficient and effective daily operations.

Ensure program quality and institutional sustainability through robust standards, systems, controls, and evaluations.

Promote a productive work environment that attracts, retains, and develops high-quality staff.

Recommend staffing plans and ensure appropriate, competitive compensation structures in compliance with applicable regulations.

Define management accountabilities and lead performance evaluations.

Manage HR functions including structure, recruitment, training, welfare, succession, and industrial relations.

Cascade and align staff performance contracts with strategic objectives.

III. Operational Responsibilities

Ensure achievement of financial, operational, and service quality goals.

Maintain a well-structured and appropriately staffed organization, taking disciplinary actions when necessary.

Ensure expenditures are within authorized budgets.

Identify, monitor, and manage institutional risks.

Establish and maintain effective internal controls and performance systems.

Enforce adherence to the industry Code of Market Conduct.

Uphold high standards of corporate governance and social responsibility.

Act as the Association’s chief spokesperson in coordination with the Chair.

Maintain open, effective communication with the government, regulator, stakeholders, and public.

Safeguard the integrity of public disclosures.

Provide expert guidance on matters within the Association's scope.

Lead by example, promoting ethical conduct and compliance with laws and internal policies.

Ensure legal and regulatory compliance, including timely filing of statutory documents.

Execute any additional duties as may be assigned by the Executive Committee/Board.

IV. Financial Responsibilities

Oversee budget preparation and approval.

Approve expenditures in line with strategic and operational priorities.

Provide oversight for all procurement functions.

Propose innovative funding solutions and seek Executive Board approval for implementation.

V. Responsibility for Physical Assets

Ensure proper management and accountability of all physical assets assigned to the Association.

Oversee maintenance and utilization of institutional assets to support operational effectiveness.

VI. Decision-Making Responsibilities

Make strategic, operational, and financial decisions to steer the Association forward.

Provide visionary leadership to all employees.

Plan, assign, and monitor staff work.

Evaluate staff performance and ensure accountability.

Implement timely decisions of the Executive Board.

VII. Collaboration with ASSAR Technical Committees

Engage proactively with ASSAR Technical Committees to support timely delivery of technical assignments.

Monitor market behaviours against agreed regulations and policies; recommend corrective action or escalate issues to the Executive Board for resolution.
