PenBay Technology Group is seeking a highly skilled Senior Enterprise Architect. Serving as the Government’s primary point of contact, the Senior Enterprise Architect will oversee contractor personnel and guide the development and implementation of enterprise-level solutions aligned with MSC’s strategic objectives. This role requires a deep understanding of enterprise architecture frameworks, federal IT management standards, and the MSC's Command, Control, Communications, and Computer (C4) systems. The ideal candidate will possess extensive technical expertise, strong leadership capabilities, and a proven track record of delivering complex IT solutions within a federal agency or Department of Defense environment.
Description
The Senior Enterprise Architect shall serve as the Government’s point of contact and shall supervise and manage Contractor personnel assigned to this effort. The Senior Enterprise Architect must have experience in Enterprise Architecture level positions or above related to the implementation of an Enterprise Architecture framework in a federal Agency/Department. The Senior Enterprise Architect shall be able to perform enterprise-level infrastructure management, software design or development, infrastructure architecture, content distribution, database architecture; IP networking; IT security; data center operations; enterprise applications. The Senior Enterprise Architect shall apply the methods, standards, and approaches for describing, analyzing, and documenting MSC’s enterprise IT architecture. The Senior Enterprise Architect shall be able to demonstrate an understanding of the MSC Command, Control, Communications, and Computer (C4) system requirements in relation to the MSC missions and have an understanding of the MSC strategic and technical needs as well as an expert level ability to understand the business domain of MSC and business problems, with the intent to solve the business problems. The Senior Enterprise Architect must understand enterprise architecture frameworks and enterprise IT management frameworks, identifying the relationships between business services, information, applications, and global infrastructure assets. The Senior Enterprise Architect must support the development of IT rules and requirements that describe baseline and target architectures. The Senior Enterprise Architect must coordinate and support the development of a broad range of DoDAF architectures to support Systems Engineering, Program Management, and Senior MSC leadership in the development of new or existing IT systems throughout the Systems Development Life Cycle. The Senior Enterprise Architect must possess strong presentation and written communication skills and a high degree of comfort with technical and executive audiences and expert level ability to interact with senior leadership within a customer or partner organization.
This is a Full-time, on-site position.
Requirements
The Senior Enterprise Architect shall have experience in the following areas:
· M.S. Degree from an institution accredited by an organization recognized by the Accreditation Board for Engineering and Technology (ABET) (preferred) or Council for Higher Education Accreditation (CHEA)
· Experience designing and developing system concepts and working on the capabilities phases of the systems development cycle.
· Experience translating technology and environmental conditions (e.g., laws, regulations, best practices) into system and security designs and processes.
· Strong inter-personal and communication skills to carry out this assignment with the ability to lead and work as part of a team.
· Experience with use of architecting to support senior level enterprise decision making
· Information Technology Information Library Certified (ITIL) Preferred
· Certified Integrated Enterprise Architect Practitioner (CIEAP) or similar Certifications
· Experience using the DOD Architecture Framework (DODAF), Open Group Architecture Framework (TOGAF), or Federal Enterprise Architecture Framework (FEAF)
· Experience using Spec Innovations Innoslate
· Experience using Rational System Architect, Rational DOORS and Traceline, Sparx EA, or other relevant DoD industry architecture tools to support architecture development.
Qualifications - Knowledge, Skills, and Abilities (KSAs):
· Minimum 10 years’ experience as stated above
· B.S. Degree in engineering, math and/or science
· FEAC certified ACEA Green Belt or equivalent required, FEAC certified CEA Black Belt or equivalent (preferred)
· DODM 8140.03 and DODI 8140.02 Qualification for Advanced Enterprise Architect (651) or current equivalent in the case where the current DOD issuance is superseded.
· Expertise in the use of the DOD Architecture Framework (DODAF 2.0)
· Demonstrated knowledge of implementing an Enterprise Architecture framework in a federal Agency/Department
· Required Clearance: Active Secret Clearance.
NOTE: A minimum of a SECRET clearance is required for this position. An interim secret clearance is acceptable while final clearance is being processed. The MCEL and the MNOC(s), and the Communication spaces onboard ships are secure storage spaces that require secret security clearances to access. Enterprise Architects perform their tasking in multiple MSC secure spaces and ships documenting MCEL, MNOC and shipboard architecture and developing future classified and unclassified architecture. Access to the MCEL, MNOC and shipboard is required continuously in performance of their daily tasks.
