The Web Developer will work in Network Health’s ever-expanding web environment. They will be an integral part of the Web Development team and will work with other Web Developers to contribute on all internal and external web development activities, including customer facing internet-based products such as portals and mobile applications and internal business applications. The Web Developer will create, test, and document code that is stable, efficient and reusable following the Information Systems Department’s established policies and procedures. The Web Developer will work in a highly demanding and fast paced environment with an opportunity to learn best practices and contribute to the future direction of Network Health’s web infrastructure and standards.

Location: Candidates must reside in the state of Wisconsin for consideration. With our hybrid workplace model, this position is eligible to work 3 days a week at your home office (reliable internet is required), and 2 days a week at our corporate office in Menasha.

Hours: 1.0 FTE, 40 hours per week, 8am-5pm Monday through Friday, September 2025 start date

Job Responsibilities:

Demonstrates commitment and behavior aligned with the philosophy, mission, values and vision of Network Health

Designs, develops, tests, documents, implements, and maintains web, mobile, and business applications in accordance with departmental standards

Writes program code using generally accepted programming techniques; debugs program logic in a structured, organized manner; prepares program, system, and integration plans; documents developed solutions to assist support personnel in troubleshooting and resolution of issues

Follows all audit and regulatory requirements; consults with other Information Systems employees and leadership, and key business stakeholders on technical solutions and best practices; provides feedback to help develop/implement web solutions to meet business requirements.

Monitors and audits web systems for effectiveness, throughput, and responsiveness, and recommends changes as appropriate; advises management on how to improve the web application environment and performance; strives for continuous process and product improvement

Delivers assigned tasks and projects on time and within budget

Troubleshoots customer complaints related to web system performance or data integrity issues; accountable for customer/member satisfaction with all aspects of the web application infrastructure

Assists in the resolution of production interruptions; communicates issues and expected resolutions with stakeholders and management in a timely manner; assists in the support and maintenance of the web server and network infrastructure

Required to work later hours when system changes are being implemented or to assist in resolution of technical problems; is required to be part of an on-call rotation for off-hours support

Stays current with technological developments in software development, web systems standards, and web security best practices by reading publications, participating in mail lists and online communities, attending conferences and workshops, and maintaining professional relationships with colleagues

Job Requirements:

Associate degree in Computer Science, Business or related field. Equivalent years of experience may be substituted

Minimum of 1-year experience in application development required with preference being given to web development in a healthcare or health insurance environment.

This position requires basic proficiency in T-SQL/MSSQL, .Net Core, HTML5, JavaScript, JSON, XML, and CSS3.

Working knowledge of IIS, Cascade CMS, PHP, SSIS, SSO, API technology (REST, SOAP, & WSDL), internet DNS and general Internet/Web technologies is preferred.

Excellent communication skills including the ability to listen and discern meaning

High degree of problem-solving ability including intuitiveness and exceptional judgment

Has a high regard for information security and member privacy

Must have the ability to distinguish between new project requests and support issues and handle each appropriately

Must be able to handle support issues in the absence of management
