Position Title: First Class Lineman/Safety Officer Department: Garage Complex Position Type: Full-Time Exempt- Union position Job Location: 158 Rt 100 North, Ludlow, Vermont 05149 Reporting Relationships: Reports directly to the Outside Operations Manager with direct communication with the Department Manager regarding any safety related matters.

Member of Ludlow Electric Light Department (LELD) Executive Committee and works closely with the Outside Operations Manager, Comptroller and Department Manager.

Direct supervision of all linemen.

General Duties and Responsibilities: Responsible for ensuring safe work practices are being adhered to by all LELD employees.

Safety Officer will stay up to date on safety requirements and directly enforce all safety requirements according to the most recent NESC (National Electric Safety Code), Vermont Utilities Electric Service Requirement Manual as well as VT occupational safety and health administration (VOSHA) standards.

Develop and implement LELD’s safety training programs and curriculum.

This includes planning for, requiring, and tracking training and development of skills that may be necessary for the successful performance of their duties.

The Safety Officer is also responsible for overseeing periodic training on safety and other needed electrical system training, assessment and testing of staff, including randomized drug and alcohol testing.

At the direction of the Outside Operations Manager, plans for and coordinates work of Linemen as necessary to ensure new and maintenance work is completed in a timely and effective manner.

Supervise, and perform all phases of installation, maintenance, repair and inspection of electrical systems and service work in new or remodeled Plant facilities.

Utilizes GIS and SCADA for daily operations, job planning and emergency restoration.

Responsible for scheduling maintenance and capital projects for work crews.

Comply and enforce the LELD comprehensive personnel policy.

On-call responsibility, including 24X7 availability, emergency response and after hours scheduled work.

Writing and approving high voltage switching orders and performing and supervising high voltage switching throughout the system, including the substation.

Safety Officer and linemen shall perform all duties of the Outside Operations Manager in their absence.

Safety Officer will be responsible for any other tasks assigned by the Department Manager or Outside Operations Manager.

Qualifications: Possession of a high school diploma or an equivalent recognized certificate and ten years of increasingly responsible experience in Utility Scale electrical systems and Outside Plant staff management.

Must be a current Lineman First Class or equivalent.

Must have superior working knowledge of the overhead and underground electrical systems, troubleshooting and industry standard practices.

Possession of a valid Class A Commercial Driver’s License at the time of appointment.

This includes a requirement that the employee be registered with the Federal Motor Carrier Safety Administration Drug and Alcohol Clearinghouse.

Must be able to properly operate typical utility equipment such as bucket trucks, digger derricks, backhoes, excavators, etc.

Must be able to properly use personal safety equipment necessary for the operation of a high voltage distribution system (rubber gloves, hardhat, safety glasses, etc.) Must pass an electric utility competency Additional Requirements and Information: This position is considered essential during emergency and storm response situations.

Must be able to work up to 16 hours per day for extended periods and may be required to work away from home.

Must be available for on-call duty and willing to work outside of the regular shift to meet operational demands.

Subject to voluntary mutual aid deployments, which may involve travel, extended workdays, and 16-hour shifts during response operations.
