THE POSITION

Assessors Department - Roseburg Courthouse

Full time position available with competitive full-family benefit package.

PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

All classifications within this five-level series perform duties supporting valuation appraisal of all real property at a fair and accurate market value for the assessment of ad valorem taxes in accordance with the laws of Oregon.

Essential Functions:

Property Appraiser Trainee: This position is trained to perform standardized appraisals of urban, rural, personal or commercial property to establish a fair and accurate value upon which taxes will be assessed. Incumbents determine valuation of property through data collection and analysis, update assessment information and assist in preparation of appraisal appeals.

Property Appraiser 1: This position is entry-level to the property appraiser series and performs standardized appraisals of urban, rural, personal or commercial property to establish a fair and accurate value upon which taxes will be assessed. Incumbents determine valuation of property through data collection and analysis, update assessment information and assist in preparation of appraisal appeals.

Property Appraiser 2: This position is journey-level in the property appraiser series and performs appraisals of urban, rural, personal or commercial property to establish a fair and accurate value upon which taxes will be assessed. Incumbents perform valuation of property through data collection and analysis, update assessment information and prepare and defend appraisals which are appealed. This position may assist in training and reviewing work of lower classifications and/or new appraisers.

POSITION REQUIREMENTS

MINIMUM QUALIFICATIONS:

For Property Appraiser Trainee ($18.36 - 24.25 Hourly):

Three years work experience or education affording knowledge of business administration, land values or a related field.

At completion of an approved training period as a property appraiser trainee, certification as a Property Appraiser 1 is required. This qualification is required by the State of Oregon (ORS 308.080).For Property Appraiser 1 ($21.90 - $28.89 Hourly):

Bachelor's degree in business administration, forestry, agriculture, engineering or a related field.

Associate's degree in property appraisal, real estate technology.

Three years experience in land values OR three years of responsible experience affording knowledge equivalent to Bachelor's degree in above fields OR satisfactory completion of an approved two-year training period as a property appraiser trainee.

The above qualifications are required by the State of Oregon (ORS 308.010) to apply for certification as a Property Appraiser 1. Certification is required by this position. For Property Appraiser 2 ($24.59 - $32.48):

Must meet the State of Oregon requirements to be certified as a Property Appraiser 1 (ORS 308.010) and have one year experience in an assessor's office as a property appraiser. NOTE: All positions require regular and consistent attendance. At time of appointment, must possess a valid Oregon driver’s license.

In addition to the above, applications will be further evaluated to determine each applicant’s knowledge, skill and abilities as they relate to each specific position. SCREENING & EVALUATION

Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history backgroundcheckas part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.

Drug Screen: Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy.

Position requires driving. Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment.
