Arlington County Government’s award-winning Human Resources Department (HRD) is seeking a Payroll Analyst to support accurate and timely payroll operations for all County employees. This role involves auditing and processing payroll, providing customer service, and ensuring compliance with federal, state, and local payroll regulations. This position will report directly to the HRD Payroll Manager. The position requires independent judgment, strong analytical skills, and collaboration with HR staff and departmental timekeepers in a decentralized environment. Experience with Oracle Cloud and a commitment to training others in payroll processes are essential.

Responsibilities

Specific duties include:

Executing payrolls accurately and on time using Oracle Cloud, ensuring compliance with timelines and union agreements;

Analyzing complex payroll data, reporting, and managing payroll processes to support decision-making and ensure accuracy/compliance for public safety and union-represented employees;

Managing payroll processes such as time approvals, leave payouts, third-party payments, and donated leave programs;

Ensuring compliance with federal, state, County, and collective bargaining payroll regulations and policies;

Implementing system and process changes in Oracle Cloud due to new legislation or labor agreements;

Maintaining employee records in Oracle Cloud, including pay changes, deductions, tax updates, and making corrections;

Collaborating with HR staff, timekeepers, employees and managers, and union reps to resolve payroll issues;

Investigating and resolving complex pay discrepancies by identifying root causes and implementing corrective actions;

Identifying and leading payroll process improvements to enhance system efficiency and data accuracy; and

Providing guidance and training to users on Oracle Cloud payroll functionalities and self-service features.

Qualifications

Minimum:

Bachelor’s degree in business administration, accounting, public administration or related field; and

Considerable experience in human resources management in a specialty area related to the position such as payroll administration.

Substitution: Additional qualifying experience may be substituted for the educational requirement. Additional education may be substituted for the experience requirement.

Desirable: Preference may be given to candidates with experience in one or more of the following:

Providing payroll support across multiple departments, including public safety and union-represented employees;

Analyzing and auditing payroll data to ensure accuracy and compliance with internal controls;

Interpreting and applying pay laws and regulations, including FLSA and collective bargaining agreements;

Experience with HR IT systems, including system testing, process improvement, and user training/support; and/or

Certification by the American Payroll Association as a Fundamental Payroll Professional (FPP) or Certified Payroll Professional (CPP).

Additional Information

Work Hours: Standard work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Flexible work schedule and telework opportunities available upon prior supervisor approval.
