Human Resources Technicians play a critical role in supporting our Human Resources Department's day-to-day operations and contribute to the overall success of HR strategies and initiatives. This position works closely with the professional staff and management to assist in a variety of tasks, including recruitment and hiring processes, employee relations, benefits administration, onboarding and offboarding employees, and compliance with HR policies and regulations. In this position, HR Technicians will be able to interpret City-wide policies and procedures; develop, implement, and monitor reporting procedures and systems; conduct routine studies and surveys for a variety of projects and programs related to Human Resources; organize, coordinate, and implement a variety of programs, projects and special events; and represent the Human Resources Department at various functions and events.

This position will provide a wide variety of Human Resources and administrative support functions to the Transit Department, including assistance in the hiring and leave processes for Transit employees, the development, review and tracking of performance management (i.e. discipline, evaluations, etc.), and working effectively with various Transit employees from Bus Operators to front-line management.

Human Resources Technicians are expected to be problem-solvers with superb organizational, communication, and time management skills. This position requires the ability to reliably and accurately follow instructions, multitask and work in a fast-paced environment.

QUALIFICATION GUIDELINES

Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:

Four years of progressively responsible clerical experience requiring discretion and judgment such as the development and maintenance of personnel and payroll record-keeping systems; coursework in Human Resources, Business or Public Administration or Industrial-Organizational Psychology and experience in a supervisory, senior or lead position over a major clerical function is desirable.

OR

Associates degree in Business Administration, Human Resources Management or a related field and two (2) years of clerical work related to Human Resources.

OR

Bachelors degree in Business, Human Resources Management, Industrial-Organizational Psychology or a related field and six (6) months of responsible clerical/secretarial work.

Successful candidates will possess the following:

Working knowledge of the human resources field;

Established experience in benefits administration;

Outstanding customer service;

Effective handling of multiple projects and constantly shifting priorities and has a high level of organization;

Excellent communication and attention to detail;

Solid computer skills in word processing, spreadsheet, and related software applications; and

Work independently and as a team-player.

Performance Test: Weighted 30% (Tentatively scheduled on June 19, 2025)

Panel Interview: Weighted 70% (Tentatively scheduled on June 19, 2025)

The tentative test date(s) will be based on a sufficient number of qualified applications received by the first review date. If a sufficient number of applications are not received by the first review date, there is the possibility that the test date may change to a later date.

Final Department Interview: Tentatively scheduled on July 8, 2025

BENEFIT SUMMARY FOR TORRANCE CITY EMPLOYEES ASSOCIATION (TCEA)

Health, Dental, Vision and Life Insurance (sec. 4.9)

The City's monthly contribution for health insurance is as follows:

The City's monthly contribution for vision insurance is $3.33

The City's monthly contribution for dental insurance is $38.22/EE only and $76.44/EE +1 or more

The City provides a Cash In-Lieu payment of $400 per month for eligible full-time employees for as long as the employee opts-out of medical coverage

City provides a $50,000 life insurance policy

Permanent Part-Time Employees (Sec. 2.8)

Permanent part-time employees working 20 hours per week are entitled to all benefits. Accrual of time and money shall be the amount received by full-time employees.

Premium Pay (sec. 3.1)

Designated Assignments: Varies (see Sec 3.1.E)

Bilingual Pay: $50/month (max 20 employees)

Certification Pay: 5% of base with Paralegal Certification (Legal Assistant II)

Night Shift Differential (sec. 3.5)

Swing Shift: 5% over base pay when or more of the shift is worked after 4:00 p.m.

Graveyard Shift: 7 % when or more of the shift is worked after midnight

Minutes (Sec. 3.6)

Clerical employees assigned to take minutes at evening City Council meetings, paid overtime rate (minimum of 2 hours)

Holidays (sec. 4.1)

13 paid holidays (New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Eve, Christmas Day & New Year's Eve).

Vacation Leave (sec. 4.2)

Vacation accrual rate per month:

Years 1 -2 : 8.67 hours; Year 3: 9.33 hours; Year 4: 10 hours; Years 5 - 9: 12.hours; Years 10 - 20: 15.35 hours; Years 21 - 24: 16.67 hours; Year 25+: 17.33 hours

Maximum Accrual 500 hours

Sick Leave/Personal Leave (sec. 4.3)

Accrue 6 hours per month; maximum accrual of 500 hours.

*Eight (8) hours per month for employees hired before 7/1/75 (except for those not covered by LTD).

**Two work shifts of sick leave may be used for personal leave

Bereavement Leave (sec. 4.6)

Three (3) work shifts (up to two additional work shifts for travel 300 miles or more)

And, two (2) work shifts without pay per death of eligible family members

Disability Insurance (sec. 4.9)

Employee receives 2/3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Retirement (sec. 4.10)

PERS 2@55, single highest year and military buy-back and supplemented by Social Security.
