GENERAL DESCRIPTION:

The Performance Improvement Manager serves the public health division (PHD) in developing and advancing staff and organizational capabilities in performance management and quality improvement, accreditation, and training. This position also supports key PHD planning activities such as state health improvement and organizational strategic planning. This position aims to support the division in carrying out the 10 Essential Public Health Services toward the mission of promoting and protecting health and preventing disease and injury in Wyoming. This position reports to the PHD Operations Section Chief.Human Resource Contact:

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

Provide leadership, direction, and administrative support to internal and external workgroups supporting performance management and quality improvement.

Serve as technical assistance and support to division staff.

Lead an internal workgroup to develop, maintain, implement, and monitor the performance management and quality improvement plan.

Establish and maintain a division performance management system.

Work closely with division leadership on policy recommendations, direction, infrastructure development, and ongoing operations related to performance management and quality improvement.

Responsible for the timely and accurate development of contracts and other agreements that include effective and measurable performance standards.

Write contracts and monitor contract deliverables to ensure completion.

Write and ensure compliance with federal grant requirements.

Identify, develop, and deliver training independently or in conjunction with others.

Qualifications

PREFERENCES:

A degree in public health or a related field is preferred, plus 1-2 years of progressive work experience at the level of a Health Program Specialist or 4-6 years of progressive work experience in public health management, planning, and public policy development.

KNOWLEDGE:

Experience and/or education in public health or a public health-related field.

Skills in grant management, including budgeting and fiscal management, grant writing, and performance reporting.

Ability to establish and maintain effective working relationships with division staff (including field office staff), local public health departments, division and department leadership, and a range of external stakeholders and communities.

Competent with performance management and quality improvement initiatives, preferably in the public sector or public health field.

Skills and experience in strategic planning processes, engagement strategies, and implementation and monitoring experience.

Strong facilitation and group process skills.

Skilled in training, including understanding adult learner theory.

Exemplary written and oral communication skills, including presentations, assessment, and reporting, infographics, or other means of communication, preferably on public health or social issues.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Healthcare)

Experience:

1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

PHYSICAL WORKING CONDITIONS:

The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
