THIS POSITION IS CONTIGENT UPON FINAL BUDGET APPROVAL BY THE BOARD OF DIRECTORS AT THEIR JUNE 23, 2025 MEETING.

DEFINITION

Under general supervision, performs a variety of journey level electrical maintenance and repair work related to all programs and activities of the wastewater maintenance and operations function.

SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision and training from the Wastewater Maintenance Supervisor and/or Wastewater Maintenance Manager and functional and technical direction from the SCADA Technician. Exercises no direct supervision of staff. May provide occasional direction and instruction in work procedures to less experienced field maintenance support staff.

CLASS CHARACTERISTICS

This is a journey level classification in which incumbents are expected to perform routine preventative and repair to electrical and instrumentation systems. Incumbents assist the SCADA Technician/Industrial Electrician or other personnel in a variety of more complex work under general supervision.

Installs, tests, calibrates, and maintains all electrical systems and equipment including but not limited to any of the following: electrical motors; high, medium, and low voltage manual and automatic motor control centers; panel boards and switch gears; automatic safety controls; pneumatic-electric controls for valve operations; liquid level control indicators, recorders and alarms; electronic devices, impulse telemetering transmitters, transmission lines, rectifiers, receivers, indicators, and recorders for pump control, liquid level control and remote meter recording.

Troubleshoots, maintains, and repairs high, medium, and low voltage electrical equipment and systems, co-generation systems, solar and emergency power systems.

Assists in monitoring and maintaining SCADA systems including installing antennas, replacing back up batteries, installing enclosures, and testing alarms.

Performs emergency repairs to a variety of instrumentation and electrical equipment as necessary; troubleshoots issues with back-up generators and replaces parts as necessary.

Prepares reports and maintains records, such as preventive maintenance tests and repairs.

Operates a variety of test equipment and uses small hand tools in the maintenance and repair of electronic and related equipment and systems.

Uses a computerized maintenance management system (CMMS) or other computerized monitoring and operating systems.

Troubleshoots and repairs Remote Terminal Units (RTU’s).

Programs and installs Programmable Logic Controllers (PLC’s).

Troubleshoots, and repairs instrumentation and electrical systems involved with co-generation systems.

Reviews work orders and inspects locations where work is to be performed, noting special equipment needs and difficulties which may be encountered; performs inspections and confirmations on various electrical system repairs and installations.

Uses Portable Laptop or iPad and various software packages to troubleshoot and repair instrumentation/electrical equipment.

May wire or re-wire new or existing facilities, structures, or equipment for service as required; may design electronic and electrical system components.

May order and maintain inventory control of parts and materials.

Trains new personnel as necessary; occasionally leads a small crew of workers in the work assignments.

May be required to perform duties related to confined space entry and rescue.

Performs other related duties that may be reasonably expected as part of this classification.

Set up and operate traffic area construction zones, including cones, barricades, and flagging.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade and three (3) years of increasingly responsible experience maintaining, repairing, and installing electrical equipment.

Licenses and Certifications:

Possession of, or ability to obtain, a valid California Driver’s License by time of appointment, and maintain a satisfactory driving record.

Possession of, or the ability to obtain a Grade I Electrical/Instrumentation certification from the California Water Environment Association (CWEA) within eighteen (18) months of employment.

Possession of, or the ability to obtain a Grade II Electrical/Instrumentation certification from the California Water Environment Association (CWEA) is highly desirable.

PHYSICAL DEMANDS

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various District sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing District policies and procedures.

WORKING CONDITIONS

May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.
