What You'll Do:
Designs and coordinates supplier prequalification tools, methods and monitors contractor performance.
Assists various internal customers with evaluating procurement & sourcing needs.
Conducts and attends meetings with office management, subject matter experts and Fiscal to clearly define purchasing specifications.
Determines required and best procurement methods to utilize (State resources, mandatory contracts or bidding method).
Creates (ITBs and RFPs (e.g., advertises bid opportunities, opens bids, co-chairs evaluation committees, recommends contract awarding of suppliers).
Assesses and defines sourcing needs through observation and interview of customers’ key personnel.
Determines size, scope and complexity of proposed project and Ohio Department of Health’s (ODH) ability to manage and support proposed project and identify additional areas to be considered in proposed project life cycle.
Identifies and conducts pre-proposal and offer conferences of potential suppliers, evaluates responses, and recommends supplier selection.
Conducts market and spend analyses, utilizes various financial reporting and analysis tools to ensure compliance with procurement thresholds.
Establishes project plan pacing and scope, identifies, contracts with and/or works with subject matter experts to properly document need, project timeline for developing specifications, risks, market strategy, and letting and evaluating opportunity.
Participates in contract negotiations with legal, requestor and supplier; recommends policies, procedures and improvements for sourcing practices.
Designs sourcing requirements for multiple program offices.
Establishes supplier qualification and performance mechanisms based on market understanding and capability.
Establishes and monitors timelines to ensure no interruption of products or services occurs, resolves issues/concerns/complaints between supplier and customers.
Evaluates and makes recommendations concerning proposed exceptions to terms or scope and proposed improvements over what was requested.
Provides guidance to Fiscal and Program staff on procurement policies and procedures as well as sourcing approaches.
Works and conducts outreach with Minority Business Enterprise (MBE) & Encouraging Diversity, Growth & Equity (EDGE) suppliers, businesses & program offices to help ensure Equal Opportunity Division contracting & expenditure requirements are met or exceeded.
Position Qualifications:
30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.
Or
Completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field AND 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
Or
12 mos. exp. as Sourcing Analyst, 64512.
Or equivalent of Minimum Class Qualifications for Employment noted above.
Additional Qualifications:

Undergraduate or advanced degree in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management
Purchasing/procurement/contracting/sourcing experience
Experience developing solicitation documents (e.g. RFP, RFQ, RFI)
Experience developing scope of works or specifications
Experience evaluating proposals
Experience conducting consensus meetings
Experience assessing needs of Stakeholders and offering sourcing solutions
Experience with contract management activities (e.g. addendums, amendments)
Experience handling vendor compliance issues
Experience and knowledge of State of Ohio Procurement Rules
Experience conducting spend and market analysis and reporting
