The hiring range for this position is $72,262 - $80,817. The full range for this position is $72,262 - $101,085.
The Environmental Specialist is responsible for the administration and enforcement of environmental programs related to animal feedlots and subsurface sewage treatment systems (SSTS) within Kandiyohi County. This position involves implementing feedlot regulations and overseeing the SSTS program, ensuring compliance with local and state regulations. The role requires coordination with various local, state, and federal agencies, as well as the farm community and the public.
Job Duties
Implement and administer animal feedlot and manure storage programs according to Minnesota Rule Chapter 7020 and the Kandiyohi County Feedlot Ordinance.
Oversee completion of a Minnesota Pollution Control Agency (MPCA) Level II inventory of animal feedlots in Kandiyohi County.
Administer feedlot registration, permitting, inspecting, enforcing, and monitoring, including preparing reports for the County Board and state agencies.
Work collaboratively with the Soil and Water Conservation District (SWCD), Natural Resource Conservation Service (NRCS), MPCA, and Extension Service on feedlot and manure management issues.
Coordinate and participate in public information meetings regarding feedlot management and manure issues.
Address complex and controversial feedlot issues, including manure management, odors, groundwater contamination, and compliance enforcement.
Administer the SSTS program through the Kandiyohi County Sewage Treatment Ordinance and MN Rules Chapters 7080, 7081, 7082, and 7083.
Regulate the design, permitting, installation, and inspection of all SSTS within the county.
Obtain and maintain MPCA SSTS Certification, including attending required courses and passing certification tests.
Other duties as assigned.
Qualifications
Associate degree or Bachelor’s Degree in Environmental Studies, Biology, Farm Management, Natural Resource Management, or a related field preferred. Equivalent combinations of relevant certifications, education, and/or experience will be considered.
Minimum of two years of experience in environmental management or related areas.
Supervisory experience in program management or environmental services preferred.

Ability to lift and carry up to 50 pounds.
Ability to walk, stand, bend, and kneel for extended periods during field inspections.
Capable of working outdoors in various weather conditions.
