ABOUT THE TEXAS CIVIL RIGHTS PROJECT
At TCRP, we are Texas lawyers for Texas communities. We use our unique community lawyering model to empower Texas communities and create the policy changes necessary for a fairer, more just Texas. In our 30+ year history, we have brought thousands of strategic lawsuits, defending voting rights, reforming criminal (in)justice systems, and fighting for the rights of immigrant families and those in our borderland communities. Our efforts have helped countless low-income and otherwise marginalized Texans and have widely advanced equality and justice. TCRP comprises three regional offices across Texas with over 40 employees and an annual budget of over $7 million. TCRP currently operates under a hybrid work policy, allowing remote work from anywhere in Texas and requiring travel and in-person attendance for specified work activities. The in-person activities are typically based out of any of the Texas Civil Rights Projects locations: Alamo (in the Rio Grande Valley), Austin, and Houston. ABOUT THE HUMAN RESOURCES DEPARTMENT
The HR department is central to supporting the overall mission of the Texas Civil Rights Project. Our team works to ensure that we recruit, retain, and develop top talent that reflects our values and commitment to justice and equality. POSITION SUMMARY
We are seeking a highly motivated and dynamic HR Manager to join our team. In this role, you will be responsible for supporting a range of HR functions, including employee relations, recruitment, benefits administration, performance management, and compliance with labor laws. The ideal candidate will be passionate about civil rights, have a strong understanding of HR best practices, and possess a commitment to promoting diversity and inclusion within the workplace.
As an HR Manager, you will be a trusted partner to both employees and management, contributing to the success of our mission by ensuring that our workforce is well-supported, engaged, and equipped to meet the organization's goals.
RESPONSIBILITIES/DUTIES
Recruitment & Onboarding:
Manage the full-cycle recruitment process, including posting job openings, reviewing resumes, conducting interviews, and making offers.
Facilitate the onboarding process for new hires, ensuring smooth integration into the organization.
Partner with managers to identify staffing needs and develop job descriptions aligned with organizational objectives.
Responsible for Alumni Relations and maintaining relationships with prior TCRP alums.
Employee Relations:
Serve as a resource for employees and managers, addressing questions and resolving conflicts in a timely and constructive manner.
Provide guidance on workplace policies, procedures, and best practices.
Assist in addressing performance issues and conduct employee counseling when needed.
Performance Management & Development:
Support performance management processes, including goal setting, performance evaluations, and development planning.
Collaborate with managers to identify training and development needs to enhance employee skills and performance.
Promote a continuous learning culture by coordinating workshops, seminars, and other professional development opportunities.
Benefits Administration:
Administer employee benefits programs, including health insurance, retirement plans, and leave policies.
Assist employees with benefits enrollment, claims, and other inquiries.
Ensure compliance with benefits-related regulations and assist with annual open enrollment processes.
Assist management with salary administration and review of Union Salary studies and data. Assist management with salary grievances and responses.
Compliance & Recordkeeping:
Ensure compliance with all federal, state, and local employment laws, including FMLA, ADA, and EEO requirements.
Maintain accurate employee records and HR documentation, ensuring confidentiality and data security.
Prepare and submit reports as required by regulatory agencies.
Review Union Disputes and assist management with responding to union grievances
Assisting the management team with preparing for Labor negotiations.
Diversity, Equity, and Inclusion (DEI):
Support initiatives aimed at fostering a diverse and inclusive workplace.
Participate in the development of policies and programs to promote equality and inclusivity within the organization.
Assist in organizing DEI-related training, workshops, and initiatives.
General HR Support:
Provide administrative support for HR projects and initiatives.
Assist in the development and review of HR policies, ensuring they align with organizational values and legal requirements.
Stay current on HR best practices and trends, recommending improvements as necessary.
QUALIFICATIONS
To succeed in this role, the ideal candidate should have the following characteristics:
Education:
Bachelor’s degree in Human Resources, Business Administration, or a related field.
HR certification (e.g., SHRM-CP, PHR) preferred but not required.
Experience:
2-4 years of experience in a HR Manager role or generalist HR role
Strong knowledge of HR laws and regulations (federal, state, and local).
Experience with benefits administration, employee relations, and recruitment.
Familiarity with HRIS (Human Resources Information Systems) and other HR tools.
Skills & Competencies:
Strong communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels.
Excellent organizational and time management skills, with the ability to manage multiple tasks and prioritize effectively.
Strong problem-solving skills and the ability to navigate complex employee relations issues.
Commitment to diversity, equity, and inclusion principles, with a passion for working in the civil rights sector.
Discretion and professionalism when handling sensitive and confidential information.
COMPENSATION
Salary will be based on years of experience, with a minimum salary starting at $80,000 - $100,000. TCRP also offers excellent benefits, professional development opportunities, and a deep commitment to a meaningful work-life balance.
