Financial Analyst Supervisor Position Overview:

Opportunities for Ohioans with Disabilities (OOD) is seeking an experienced financial professional to lead and oversee fiscal operations supporting our Division of Disability Determinations (DDD) and Vocational Rehabilitation (VR) programs.

As a Financial Analyst Supervisor, you will play an important role in ensuring the timely and efficient processing of financial transactions, oversee the addition of new vendor information, and ensure information is entered accurately for 1099 reporting. You will supervise and direct a team responsible for processing, recording, analyzing, verifying, and summarizing financial transactions.

In this leadership role, you will determine work priorities, monitor workflow, assign and review work, provide guidance and training to staff on fiscal procedures and policies, and evaluate staff performance. Additionally, you will oversee the processing of payments for medical records, consultative exams, laboratory tests, and transportation expenses incurred by DDD claimants as well as accurate posting of payment card transactions and payments to other agencies in the VR case management system.

To excel in this position, you'll need strong supervisory and financial management skills, with a keen understanding of analysis, accounting principles, employee development, and business operations. You'll serve as a liaison with other agency teams, vendors, participants, and governmental offices, answering inquiries, resolving billing and authorization problems, and evaluating fiscal policies and procedures to recommend improvements or changes.

Division of Fiscal Management

The Division of Fiscal Management oversees the financial resources of the agency in accordance with relevant laws, regulations, and policies. This includes budget planning, revenue forecasting, expenditure monitoring, and financial reporting. Fiscal staff are responsible for ensuring transparency, accountability, and efficiency in the use of public funds, as well as identifying opportunities for cost savings and revenue generation. They may also be involved in long-term financial planning and analysis to support the agency's mission and objectives.

Pay Information

Starting salary will be step 1, subject to law or union contract requirements. New hires advance to the next step in the range after 6 months and annually thereafter. There are cost of living increases to these rates each year and additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Location Requirements

We are currently in the process of increasing our in-office presence to 5 days per week across all OOD locations. Employees must reside at a location that allows for reasonable response time to workplace reporting requirements.

Daytime travel within Ohio may be required. The selected candidate must provide own transportation or, in order to operate a state vehicle, must have a valid driver’s license.

54 months' experience or 54 months' training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of undergraduate core program in business administration, accounting, finance or related field AND 30 months' experience or 30 months' training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or completion of graduate core program in public or business administration, accounting, finance or related field AND 18 months' experience or 18 months' training in accounting &/or finance to include an advanced level of experience in spreadsheet software.

-Or 12 months' experience as Senior Financial Analyst, 66563.

-Or equivalent of education and/or experience per Minimum Class Qualifications noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
