MUST BE A CURRENT, REGULAR EMPLOYEE OF EMA/METROSAFE.

Summary Objective:

The purpose of this position is to supervise public safety computer-aided dispatch, telecommunications, validations, training and NCIC/LINK operations. Access the computer-aided dispatch system and NCIC/LINK systems to monitor communications, to prioritize calls, and to send data to public safety agencies; and maintains electronic data files and paper documentation according to federal and state laws.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

Ensures the operational readiness of equipment related to the 911 emergency telephone system, user and agency radio systems, and the department's computer aided dispatch system (CAD).

Interprets codes and messages, and maintains and sends data to other agencies according to regulations and procedures.

Accesses and queries system to respond to citizen complaints and requests for information.

Oversees the day-to-day operations, activities, and personnel on an assigned shift to ensure compliance of established guidelines, procedures and policies; ensures appropriate staffing levels are maintained; creates seating assignment rosters.

Monitors calls received concerning complaints and requests for assistance to ensure proper coding, priority and response time.

Conducts basic and remedial training, and schedules the annual re-certification in-service training of staff according to state law.

Provides technical assistance and instruction and participates in developing training lesson plans, literature and audio-visual materials.

Assists in developing procedures, and recommends modifications and solutions to problems.

Assists with the division's administrative responsibilities to include creating and reviewing policies and procedures.

Performs related work as assigned.

Minimum Requirements

Must be a current, regular employee of EMA/MetroSafe.

Bachelor’s Degree in Business or Public Administration or related discipline.

Three (3) years of law enforcement, fire, emergency medical, NCIC/LINK dispatch or telecommunications experience or an equivalent combination of education, training and experience.PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

None.SPECIAL CERTIFICATIONS AND LICENSES:

Must not have been convicted of a felony.

Misdemeanor convictions will be considered on an individual basis.

Must submit to a pre-employment drug screening.

Must submit to a pre-employment polygraph test.

Must submit to fingerprinting for criminal history check.

Must be on 24-hour call.

Must be certified as a Law Enforcement Telecommunicator, Emergency Medical Dispatcher, LINK/NCIC Basic Operator (Full Access), Basic CPR and Basic First Aid in the State of Kentucky.

Must take a pre-employment psychological examination.
