The Senior Director of Health, Safety and Environmental (HSE) Management is responsible for developing and leading comprehensive policies and programs that ensure compliance with regulatory requirements, promote a culture of safety, and drive continuous improvement across the organization. This role oversees strategic planning, performance monitoring, incident management, and training to minimize operational hazards while ensuring environmental sustainability. This position holds national responsibility across various business lines including stevedoring, terminal security and ground services.
Key Responsibilities:
1. Policy Development & Regulatory Compliance
Develop, implement, and maintain HSE & RM policies aligned with OSHA, EPA, and industry-specific regulations.
Ensure company-wide adherence to federal, state, and local health, safety, and environmental laws.
Act as the organization's primary liaison with regulatory agencies and industry bodies. 2. Strategic Planning & Risk Mitigation
Define long-term HSE objectives and integrate them into business strategy.
Conduct risk assessments and develop strategies to mitigate safety, environmental, and financial risks.
Lead the implementation of best practices to maintain a proactive safety culture. 3. Performance Monitoring & Key Metrics
Establish and track key performance indicators (KPIs) such as Lost Time Injury Frequency Rate (LTIFR), Cost per Man Hour (C/MH), Environmental Compliance Rate, and Near Miss Frequency.
Analyze safety and environmental performance data to identify trends and areas for improvement.
Provide executive leadership with regular reports strategic actions and achievements. 4. Training Programs & Workforce Engagement
Lead the Area Safety Lead program; empowering them with the knowledge, skills and abilities to execute the corporate vision for HSE.
Design and implement training programs for employees and leadership on HSE policies, hazard recognition, and emergency response.
Foster a culture of accountability and continuous learning through safety campaigns and engagement initiatives. 5. Audit, Review, and Continuous Improvement
Lead internal and third-party audits to ensure compliance with industry standards.
Develop corrective action plans based on audit findings and monitor their execution.
Champion continuous improvement initiatives using Lean, Six Sigma, or other process improvement methodologies. 6. Incident Reporting & Analysis
Oversee the investigation of workplace incidents, near-misses, and environmental hazards.
Implement root cause analysis and corrective actions to prevent recurrence.
Ensure accurate and timely reporting in compliance with regulatory requirements. 7. Resource Allocation & Budget Management
Assess and allocate resources effectively to support HSE objectives.
Develop and manage budgets for safety programs, training initiatives, and compliance-related projects.
Optimize the use of technology and automation to enhance HSE processes and reporting. Qualifications & Skills:
Bachelor’s or Master’s degree, preferably in Occupational Safety, Environmental Science, or a related field.
10+ years of progressive leadership experience in HSE, preferably in maritime, manufacturing, construction, or logistics industries.
In-depth knowledge of OSHA, EPA, NFPA, and other relevant regulations.
Proven track record in developing and implementing safety and environmental management systems.
Strong leadership, analytical, and problem-solving skills.
Certification such as CSP (Certified Safety Professional), CIH (Certified Industrial Hygienist), or CHMM (Certified Hazardous Materials Manager) preferred. Success Metrics:
Maintain LTIFR and C/MH rates below industry benchmarks.
Create metrics for environmental compliance.
Achieve zero significant regulatory violations year over year.
