JOB SUMMARY
The Collections – Credit Coordinator serves as a key member of the Billing Office for the City of Elkhart Public Works and Utilities. This role supports daily operations through cashiering, bookkeeping, customer service, and credit coordination functions. The incumbent also acts as the primary back-up to the Billing Services Manager during their absence and ensures smooth daily financial transactions, account maintenance, and customer interaction.
PRINCIPAL DUTIES AND RESPONSIBILITIES
• Prepares and balances cash drawers daily; reconciles batch reports; restores funds to appropriate amounts; and prepares bank deposits.
• Prepares collection sheets, daily bank deposits, and daily cash reports for the Controller’s Office.
• Processes returned payments, lock box payments, and NSF checks and rejected electronic payments.
• Manages ACH and auto debit customer accounts, including State ACH processing and posting.
• Provides customer service by responding to inquiries in person, by phone, or email; explains billing policies and sets up new utility accounts.
• Prepares adjustments to customer accounts as needed, including billing adjustments and processes payment corrections.
• Assists with incoming mail payments and prepares reports as requested.
• Provides back-up support to other billing office staff, including cashiering and account setups.
• Performs related duties as assigned or in support of other staff absences.
OTHER DUTIES AND RESPONSIBILITIES
• Performs related duties as assigned to support team operations and departmental goals.
EDUCATION AND EXPERIENCE
• High school diploma or GED required.
• One (1) year of relevant experience in customer service, bookkeeping, or office administration.
• Basic coursework or experience in math and computer data processing preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
• Proficiency with Microsoft Office, Excel, and standard office equipment.
• Strong knowledge of general office procedures, grammar, and recordkeeping.
• Ability to compute and reconcile deposits, make account adjustments, and prepare accurate reports.
• Familiarity with filing systems and document organization.
• Ability to interpret and follow City policies and confidentiality guidelines.
• Effective written and verbal communication with a diverse public.
• Ability to work in a fast-paced office with minimal supervision and frequent interruptions.
PHYSICAL, MENTAL, AND VISUAL SKILLS
• Ability to sit, stand, or walk at will for extended periods.
• Must be able to lift and carry items up to 25 pounds.
• Requires good vision, hearing, speaking, and manual dexterity for office and computer tasks.
• Occasional exposure to irate or frustrated customers.
WORKING CONDITIONS
Standard office environment with a service counter component.
Frequent contact with the public and internal departments.
Work involves collaboration with Service Technicians, Public Works, and city staff.
POST OFFER TESTING REQUIREMENTS
The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
Background checks producing acceptable BMV and criminal history reports required.
