Description
This position oversees daily construction and preventable maintenance operation of assigned wastewater personnel; plans and coordinates various jobs throughout the City; and performs related duties as assigned.
The work is considered medium-to-heavy in nature and involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, fingering, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
Work environment may involve exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, confined spaces, disease/pathogens, toxic / caustic chemicals, dangerous gases; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Essential Job Functions
Oversees daily construction and preventable maintenance operation of assigned wastewater personnel;
Plans and coordinates various jobs throughout the City;
Operates heavy equipment when needed and assists with equipment issues;
Serves as a mentor and supervisor to subordinates; provides training and instruction;
Performs general clerical work as required, including but not limited to preparing reports and records, completing forms, copying and filing documents, answering the telephone, etc.;
May be required to work additional hours as needed in order to accomplish assigned work;
Will be required to work on-call rotation;
May be required to work different shift with 30-day notice;
Attends meetings, training, seminars, etc., as appropriate to enhance job knowledge and skills; and
Performs other related duties as assigned.
Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
High school diploma or GED;
Six (6) years of relevant prior experience;
Must obtain DOT Federal Motor Carrier Safety Administration (FMCSA) medical examiner’s certificate within thirty (30) days from date of hire;
Must possess a South Carolina Class “A” CDL license with Tanker Endorsement and no Code O (tractor trailer) restriction, or obtain one within the timeframe required in the CDL Program;
Required to demonstrate competency and complete the minimum requirements for Supervisor as defined in the Wastewater Collection System Operator Training Program within four (4) years of date of hire;
Must possess or obtain Asbestos certification, A Frame certification, and Trench and Shoring certification within one (1) year from date of hire; and
Must possess a Level A Wastewater Collections System Operator Certification, or have ten (10) years of Wastewater Collection Construction or Management experience and obtain a Level A Wastewater Collection System Operator Certification within four (4) years of hire.
Knowledge, Skills, and Abilities
Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates;
Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information;
Ability to speak or signal to people to convey or exchange information of a general nature;
Ability to handle or use machines, tools or equipment requiring moderate instruction and experience, such as line locating devices;
Ability to perform skilled work involving rules/systems with almost constant problem-solving;
Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
Ability to perform clerical, manual or technical tasks prescribed by standard practices but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices; requires normal attention for accurate results; and
Ability to guide others, requiring a few decisions affecting a few co-workers; works in a stable environment with clear and uncomplicated written/oral instructions but with some variations from the routine.
