Description This position plans, implements and administers a comprehensive employee safety program, to ensure all City operations are in compliance with OSHA regulations; oversees the City's drug testing program; and performs related administrative work as assigned.

The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.

The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis, 20 pounds occasionally, or routine keyboard operations.

The work requires the following physical abilities to perform the essential job functions: feeling, hearing, mental acuity, speaking, talking, and visual acuity.

Work environment involves exposure to no known environmental hazards; and is safe and secure that may periodically have unpredicted requirements or demands.

Essential Job Functions * Plans, coordinates and directs the implementation and administration of a comprehensive employee safety program for the City of Columbia; * Develops, recommends and implements approved employee safety policies and procedures; * Plans, coordinates, and conducts employee safety training, safety awareness, and incentive programs; coordinates and facilitates activities for Safety Committee meetings; * Monitors employees' Worker's Compensation claims dispensation; makes recommendations to improve the claims process; * Monitors and administers the City-wide light duty, modified duty, and transitional programs; * Coordinates alcohol and drug testing of employees; * Confers with department heads and supervisors concerning safety matters; provides technical assistance and direction to personnel and departments regarding attaining and maintaining compliance with safety regulations and standards; * Inspects work sites and facilities for compliance with safety policies, procedures, and OSHA regulations, and recommends corrective action if conditions may jeopardize employee health and productivity; * Assists with the Emergency Management Program, and participates in the City of Columbia's Incident Command System Type III All-hazards Incident Management Team (IMT), and serves as one of the IMT's Type III All-hazard Incident Command; * Investigates and analyzes accidents / injuries involving City employees, equipment or property to ascertain causes; prepares related recommendations and reports; * Maintains CDL driver rosters and online data bases with the commercial driver's licenses (CDL) for compliance with the USDOT/Federal Motor Carrier Safety Administration's drug and alcohol program; * Maintains all safety records as required by the City and by federal, state, and local regulatory agencies; * Coordinates safety program activities and functions with outside agencies as appropriate; * Conducts and attends various meetings as required; * Receives and responds to inquiries, concerns, complaints and requests for assistance from employees, citizens and others regarding risk management, insurance and safety matters; * Attends training, meetings, seminars and conferences as appropriate to stay abreast of legislation and trends in risk management and employee safety programming; * Performs other general administrative/clerical work as required, including but not limited to typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.; and * Performs other related duties as assigned.

Qualifications MINIMUM REQUIREMENTS TO PERFORM WORK: * Bachelor's degree in risk and safety management or closely related field, and four (4) years of relevant prior experience, preferred; or * High school diploma or GED and seven (7) years of relevant prior experience; * Must have First Aid, CPR, and AED Instructor certifications; * Defensive Driver Instructor; * OSHA Instructor; * Valid South Carolina Class "D" Driver's License.

Knowledge, Skills, and Abilities * Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates; * Knowledge of personal computer and peripheral equipment with skill in the use of Microsoft Office 2000 preferred, and utilizing Outlook, word processing, spreadsheet and power point software programs; * Ability to synthesize or integrate analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations; * Ability to counsel or instruct/train others through explanation, demonstration and supervised practice or making recommendations based on technical expertise; * Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner; * Ability to perform work involving the application of principles of logical thinking or scientific, medical or legal practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact; * Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style; * Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and * Ability to make decisions, affecting a large segment of the organization and the general public; works in a dynamic environment; responsible to assist in developing policy and practices.
