Plateau is seeking a Subject Matter Expertise and Operational Support for Tobyhanna Army Depot. This is a full-time Regulatory Compliance Specialist with subject matter expertise (SME) in support of Tobyhanna Army Depot operations which includes the identification and consolidation of chemical data for analysis and reporting to HQ Army, local and federal regulatory agencies.
The SMEs will document chemical constituents, physical properties of hazardous material that enter the installation using Safety Data Sheets (SDS) as the source of chemical information. Other responsibilities will include submitting SDS's to representatives in the offices of Industrial Hygienist, Environmental and Safety for approval to use at shop levels prior to chemicals being brought onto installations.
The SMEs will create issue and transfer materials/kits within the Hazardous Material Inventory & Disposal System (HMIDS), to include printing material labels based upon the sites requirements/business practices. They will be responsible for tracking expiration dates on materials, properly updating expiration dates within HMIDS and/or sending to the Lab for proper testing and/or waste disposal.
The SMEs will be responsible for operation of the waste module to include tracking waste containers from point of generation at accumulation areas to manifesting off-site, to include printing waste labels etc. The contractor shall perform annual threshold determinations for amounts of certain chemicals utilized, report each chemical that exceeds prescribed thresholds and calculate releases for an entire calendar year.
The SMEs will assist the Hazardous Materials Program Manager (HMPM) in implementing an Issue Point Operator Inventory Program (IPOIP). The IPOIP ensures all inventories are correct at the issue points (IP) and minimizes inconsistencies between Issue Point Operators (IPO) resulting in improved data integrity for environmental/regulatory reports. The goal is to have all IPOs meet the standard of maintaining accurate inventory for their IP. Specific SME duties associated with the IPOIP include:
a) Preparing reports listing expired material in each IP (excluding B15, DRMO) and hazardous materials (HM) on the default shelf prior to monthly inspections.
b) Reconciling IP inventories through HMIDS so that physical inventories match HMIDS data.
c) Coordinating HMIDS training for new and existing TYAD IPO personnel to include the steps to conduct in-depth inventory analyses that meet TYAD IPOIP standards.
d) Developing, editing, and providing updated inspection/training materials to IPOs on an annual basis or as needed with the oversight of the HMPM.
e) Assisting in performing monthly HM inspections as needed. This includes visually checking IP inventory and comparing data to HMIDS, ensuring the Issue Point Inventory Completion Sheet is being signed off and that the monthly inventories are being conducted, and ensuring the IPs are stocked with HAZMAT INFO CARDs placed in an accessible area.
f) Communicating findings to the HMPM who will discuss relevant matters with supervisory personnel and/or IPOs and recommend initiation of Corrective and Preventive Action Requests (CAPARS) to abate issues.
g) Developing and coordinating a Cost Center Inventory Program (CCIP) to assist cost centers (CC) in keeping accurate inventory. This could include working with the CCs regarding purging of Authorized Use Lists as stated in TYADs Mission Directives/TYAD Regulations and developing reports to measure program success. The CCIP would be implemented after the IPOIP meets all standards.
