JOB SUMMARY:
Responsible for coordinating the delivery of high-quality services and programming through administrative and program oversight of multiple Developmental Disabilities program services. Responsible for all aspects of program operations at assigned sites/teams including but not limited to - staff oversight, budget management, program planning and quality assurance/improvement. Carries out all duties according to local, State, Federal, Program and Agency regulations and policies.
JOB DUTIES AND RESPONSIBILITIES:
Program Operations:
Provides full, direct supervision and coordination of assigned supervisory staff of multiple sites, service components and facilities.
Provides consultation and support to assigned supervisors with hiring, supervision, coaching, performance management/evaluations and disciplinary actions of their assigned staff and ensures fair and consistent treatment of staff program wide.
Provides leadership coaching to assigned supervisors in planning and oversight of program operations, meeting care needs of individuals with a wide variety of needs, scheduling and staff coverage and ensuring cost efficiency and quality of services.
Responsible for making recommendations for terminations at the program level; works with Director and HR for final approvals.
Ensures new hire paperwork, orientations and trainings as well as all annual trainings and recertifications are completed and in compliance with program procedures and OPWDD regulations.
Develops supervisors/managers to handle day-to-day operations autonomously, acts as an outside resource to site leaders and DSPs.
Works with Site Supervisor/Manager, Nursing and Behavioral Staff to maintain compliance with medication and medical related policy and procedures/OPWDD regulations to assure health and welfare of individuals.
Reviews SAP billing monthly when needed; completes QA reviews of SAPS and billing quarterly with documentation to show review and follow up.
Completes and updates SPOPs and Fire Evac. plans annually and as the needs of individuals change; ensures staff are trained on plans.
Reviews NRIs minimally monthly, preferably weekly; reviews behavior plan data quarterly or more frequently for challenging individuals.
Ensures the team is kept informed on urgent needs with individuals, presents at critical needs meetings.
Develops and maintains working relationships with external contacts, auditors, Agency administrators; supports Site Supervisor/Manager to handle day to day contact with internal clinical staff, Care Managers community medical contacts, and family.
Receives referral for program participants, assists with program intakes when indicated for assigned sites or program components.
Oversees and performs QA of the Site Supervisor/Manager’s development of Staff Action Plans; IPOPs, implementation of individual goals and ensures person centered valued outcomes.
Oversees completion and review of ongoing assessments and behavior management plans, reviews individuals’ medical, program records and site development/review of plans for site.
Takes a lead in the development and implementation of program policies and procedures; ensures the integration of new and revised program and Agency policies and procedures with assigned teams.
Participates in team collaboration tasks, projects and activities.
Financial:
Assists with budget and fiscal/capital planning; works with Site Supervisors/Managers to maintain expenditures within budgetary constraints; assures procedures are followed pertaining to expenditures in assigned areas.
Reviews time and attendance to ensure adequate use of staff; necessary coverage to meet site needs and minimizing overtime.
Responsible for proper oversight of the management of Agency funds and personal needs allowance for individuals in accordance with OPWDD regulations and program policy and procedure; works with Director and Financial Manager, when discrepancies occur.
Compliance:
Plans, performs and oversees a wide variety of duties requiring in-depth knowledge OPWDD services and regulations; precision care and Medicaid billing rules; ensures compliance with regulations.
Participates in, reviews and follows up on team reviews.
Oversees the management of internal and external facility maintenance and vehicle maintenance to ensure a safe and sanitary environment; reviews/follows-up on maintenance checklists and maintenance work orders.
Oversees the reporting and documentation of incidents in accordance with OPWDD Regulations and Agency policy and procedure, provides timely review and follow up to Director and QA.
Responsible for ensuring Medicaid billing documentation is accurately completed on time, compliance to support billing requirements.
Oversees certification audits, assists with plans of correction and ensures follow up to deficiencies.
Regularly works with and maintains highly confidential data, including staff, program, and fiscal and individual participants’ protected health and personal information.
Completes special assignments and necessary paperwork and assumes additional projects as delegated.
Works with Director and supervisors to review and balance risk, rights for individuals and Agency responsible; ensures quality care.
Assumes on call responsibility on a rotating basis, provides support to site staff and trouble shoots situations; uses judgment to determine when to reach out for support or to report emergent or sensitive situations to the Director and/or Administrator on call.
JOB REQUIREMENTS:
Must have the ability to be flexible with work schedule to manage on call responsibilities or emergency coverage.
Must be familiar with and follow OPWDD regulations and Agency and program policy and procedures.
Must be organized, resourceful, flexible and able to utilize good judgment carrying out duties and handling situations as they arise.
Must have excellent verbal and written communication.
Must be able to direct the work of others in a warm, non-judgmental manner and act as a positive role model.
Must possess a valid NYS license with good driving record in accordance with Agency policy and procedure and have access to a reliable, insured vehicle; must be able to maintain certification as an Agency driver.
Must obtain and maintain certification in First Aid, CPR and SCIP, as well as additional OPWDD and program required trainings; must attend trainings, meetings and conferences as required for skill enhancement.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree and 3-5 years related experience including extensive supervisory experience; or
Associate’s Degree and 5-7 years related experience which includes extensive supervisory experience, or
Any acceptable equivalent combination of education, experience and training.
