Position Summary: The Director of Program Management is responsible for ensuring the success of the business by leading a team that is proficient in effectively implementing, conducting and evolving project plans that meet DSL obligations to customers.
The Program Manager is responsible for overseeing the successful execution of assigned contracts, ensuring strict adherence to cost, schedule, and project performance objectives (specifically financial/schedule metrics and risk management). This role requires a detail-oriented professional with strong analytical and leadership skills to drive program success and maintain customer satisfaction.
Key Responsibilities:
•
Program Team Management
o
Oversee the team that is responsible for planning, execution, and completion of project-specific customer, partner and supplier contracts, ensuring alignment with customer requirements and company goals.
o
Manage the goals and objectives of the individual Program Team members.
o
Develop policies and procedures that enhance the day-to-day and long-term performance of the Program Team.
o
Perform in a Program Manager roles on projects as required.

Contract Management:
o
Ensure the roll up of contractual obligations by the Program Team are consistent with Duotech’s capabilities and expectations.
•
Programs Performance Tracking:
o
Working with the Program Team, develop and maintain detailed program plans and schedules, tracking milestones, metrics and deliverables.
o
Monitor and analyze cost performance of programs to ensure they stay within expected company-level performance expectations.
•
Financial Planning and Reporting:
o
Responsible to ensure forecast of program revenue and invoice management are accurate to ensure timely and accurate billing.
o
Conduct trend analysis to identify opportunities for cost savings or performance improvements within the Program Team.
•
Reporting:
o
Report to company senior leadership at regular intervals on status of program department performances on projects (cost, schedule, and execution), including Kickoff, PMRs, and Project Closure.
•
Customer and Stakeholder Engagement:
o
Assist the Program Team as they serve as the primary point of contact for customers, ensuring clear communication and maintaining strong relationships. A key part of this relationship also includes the identification and management of any added scope requested by the customer.
o
Collaborate with cross-functional teams, including engineering, supply chain, and finance, to assist the Program Team with achieving program objectives.

Participation in Proposal Efforts:
o
Provide support to new business efforts regarding contract review and project planning tasks. The focus of this effort is ensuring the output of the proposal process is a draft project plan that includes an agreed project schedule, staffing plan, financial expenditure plan and risk register.
•
Compliance:
o
Ensure all programs are executed in accordance with applicable government regulations and company policies.
Qualifications:
•
Bachelor’s degree in engineering, business, or a related field. A Program Management Professional (PMP) certification (or equivalent) is required.
•
10+ years of program management experience, preferably in a management leadership role, in the defense or aerospace industry, with a focus on electronics or systems.
•
Proven ability to manage cost, schedule, and ensuring performance on complex projects.
•
Strong analytical skills, including proficiency in financial forecasting and trend analysis.
•
Excellent communication and leadership skills, with experience managing cross-functional teams.
•
Functional knowledge of government contracting processes and regulations (e.g., FAR/DFARS, ITAR, etc).
Key Competencies:
•
Strategic and detail-oriented with the ability to manage multiple programs simultaneously.
•
Proficient in program management tools and software (e.g., Open Project, ERP systems, Microsoft Excel).
•
Results-driven with a proactive approach to problem-solving.
Security Clearance:
