The Community Cat & Clinic Lead (CCCL) is responsible for the development and organization of a Targeted Trap-Neuter-Return (TNR) Community Cat Program within the City of Tacoma and Pierce County. The CCCL will develop and maintain policies and procedures to identify cat colonies, establish community partnerships, and cultivate dedicated volunteers. As part of the Veterinary Department, the CCCL is also responsible for the development and organization of animal medical support services for the TNR program. The CCCL will schedule spay and neuter surgeries for targeted community cat colonies. The CCCL reports to the Veterinary Services Manager and works closely with the Pet Support, Foster teams, and our Municipal partners. They will also assist in managing in our Monthly Vaccine clinic. This position schedules, manages, and assists in maintaining the department's mobile S/N unit vehicle.

ESSENTIAL DUTIES & FUNCTIONS:

Serve as a primary voice for the HSTPC to the public and to our municipal partners on the topic of Shelter-Neuter-Return (SNR), targeted TNR and community cat program benefits.

Under supervision of the Veterinary Services Manager, develop the program, and create and maintain policies and procedures.

Work with the Volunteer Manager to recruit Community Cat Program (CCP) volunteers and determine locations for colony data collection, management and trapping, and ensure proper colony information is retained.

Oversee data collection and management of community cats.

Work with the veterinary team to schedule mobile unit and in-shelter surgeries.

Assist with animal trapping, transport movement, intake procedures, pre-op and post-op recovery procedures, including cage cleaning, feeding, watering housing, vaccination, humane and safe handling, and other treatments and tasks as needed to support animal care in and out of the shelter.

Drive, clean, maintain, and the mobile veterinary unit and coordinate with facilities.

Assist with intake and discharge of surgeries and coordinate animal pathways through the process.

Participate in public outreach through staffing, informational booths, meetings with homeowners, residences and neighborhood associations, walking neighborhoods, and establishing cat-counting routes.

Ensure HSTPC strategic goals and targets are met and reported to the Veterinary Services Manager.

Advise in response to complex inquiries regarding services, ordinances, and procedures related to the rescue of animals.

Contact organizations, community members, and caregivers in a timely manner.

Coordinate pick-up and drop-off of animals according to established time frames.

Prepare and complete documentation. Conduct follow-ups. Prepare related reports. Utilize animal operations software (Chameleon) to report and track targeted TNR activity.

Work with marketing and development to create educational handouts and resources for the targeted community.

Coordinate the schedules of staff and volunteers on a regular basis to ensure efficiency and coverage of cat movements.

Assist with managing inventory, ordering, and budgeting materials and supplies for the TNR program and vaccine clinic.

Perform data entry (Chameleon) to create surgery schedule, document surgeries, treatments and recommendations, and ensure veterinary records are completed.

Under rare circumstances, coordinate with cat services and veterinary staff regarding the schedule of drop-off cats if targeted TNR surgeries are to be performed in-house.

Maintain a positive working relationship with animal control to assist in targeting specific areas to support CCP caregivers.

Track data points identified by management (including every animal helped through the program, including up to sites previously managed)

Oversee, train, and schedule volunteers within the program.

Understand laws (state and local), regulations, and ordinances to ensure work is occurring within legal requirements.

Assist in proposing changes to the state and local laws to improve the efficacy of a Targeted TNR program.

Established strong community partnerships with other TNR groups, rescues, vets, clinics, and other allies.

With the Veterinary Services Manager, coordinate the Vaccine and Wellness clinics or outreach events

Work with Veterinary Services Manager and Director of Veterinary Services to provide clinic staffing

Work with Volunteer Manager to recruit volunteers

Schedule and train volunteers

Communicate with Marketing to advertise clinics and provide appointments for the public

Coordinate clinic dates, parking, and other logistics with Facilities and HSTPC leadership

Work with Community Services Manager to provide Outreach staff support

Respond to community member questions regarding the clinic MINIMUM QUALIFICATIONS:

Knowledge of fear handling techniques for companion, animals, and fractious cats.

The ideal candidate is personable, outgoing, and able to work with various clientele.

The ideal candidate is organized and able to self-manage projects and work independently.

Has experience with Microsoft Office Suite, including Excel, Teams, and Outlook.

Prior work with animals in a shelter, boarding, grooming, or veterinary facility.

Prior understanding and practice of best practices in overseeing Targeted TNR programs.

Ability to work with frequent interruptions and changes in priorities.

Ability to coach, train, and provide technical assistance to others.

Ability to drive and maneuver, a 26-foot recreational vehicle. Education / certification

Associate's degree from the credit college or university (preferred) or equivalent work experience in animal welfare, cat care, or TNR.

Fear Free for shelters certification course upon hire.

Possess or be able to obtain a medical clerk's license within 60 days of employment Experience

Two (2) years of experience working with animal care, veterinary operations, animal welfare or other humane organizations or social service programs.

Valid state of Washington driver's license with acceptable driving record.

Two (2) years customer service experience and /or volunteer management experience. Knowledge, skills, and abilities
